mr. fleming. we will go back and forth. what would you say -- what role can he play, talked about the three groups of individuals. you mentioned that first group. on the edge. and he mentioned a second group, the group that would have step- by-step sentencing. is there anywhere for someone's skill set to assist you in that effort? >> i like the question and i will tell you why. i think the groups working with the youth are doing the best we can -- the best they can. sometimes, you need tough love. they need to set guidelines and make them understand that if they do not go according to the program, they will be out of the program. one thing i like to see, when that individual -- the individual gets arrested and i will decide whether or not to file charges. a lot of times, i do not file charges. that person is released from jail the second day and then he is back in the community. there should be somewhere within the police department for someone like jeremy to meet with that person the day he is being released. i think that

mr. fleming: mr. speaker, 2/3 of the uninsured say they may not purchase insurance under obamacare. a new survey of the uninsured says only 19% will opt for coverage by january 1. meaning that only the sickest will buy insurance, driving up the cost of health care for all of us. in fact, 61% expect their health care costs to go up as a result of obamacare. you may recall earlier this year, a federal analysis estimated that the cheapest health insurance plan available for a family in 2016 will cost no less than $20,000 a year per family. and it's not just the uninsured that are with uncertainty. 2/3 of business owners surveyed by the u.s. chamber says obamacare will make it harder for them to hire employees. many are converting employees to part-time as we speak. american families cannot afford obamacare. it must be repealed just as my and my fellow republicans and sop democrats have voted to do. with that, i yield back. the speaker pro tempore: the chair lays before the house a the following requests. the clerk: rodney davis of illinois for today. the speaker pro tempore: without ob

mr. fleming: mr. speaker, an enemy of religious freedom who has a hotline to the pentagon is at it again. mikey weinstein is still fighting to prevent our military personnel from expressing their religious beliefs. last week in a rant, weinstein referred to christians as bigoted slime balls, homophobes, islamaphobes and carpetbaggers for christ whose twisted jihad poison and who committed spiritual rape in our faith-based racist. the first amendment protects weinstein's right to such words of hatred against christians. unfortunately he has high-level influence with the pentagon. bragging that he made a threatening phone call and within an hour the air force rushed to remove a piece of artwork from a dining hall that referred to a bible verse that said simply, blessed are the peace keepers. i now officially and publicly call upon d.o.d. to stop following weinstein's antifirst amendment orders and return him to the status of an ordinary citizen are we belongs. with that i yield back. the speaker pro tem

mr. fleming: mr. speaker, what do you get when you add the senate, the senate's amnesty immigration bill to obamacare? more people losing their jobs. obamacare mandates the employers with 50 or more full-time employees provide government-approved health insurance or pay a penalty. many businesses with around 50 employees already say they'll cut some full-timers to part-time positions to avoid this penalty. that's not all. the senate immigration bill would give legal status to about 11 million people who came here illegally and employers could hire any of those 11 million without counting the -- counting them toward the obama mandate. so employers who are trying to make ends meet and balance a budget are being told by their government that they can save money by unloading full-time hardworking american citizens and replacing them with immigrants who are here on a provisional status. i know my colleagues on the other side will say, we should just add 11 million but i think that's the wrong thing to do.

mr. fleming: i want to thank the gentlelady and all the great work she's done, the gentlelady from north carolina, for all of her work on this. i rise today, mr. speaker, to support the rule and the underlying bill. the pain-capable unborn child protection act. it is so vital. my background, i'm a physician who has delivered hundreds of babies during my career. in addition to that, i'm a husband of 35 years, a father of four, two boys, two girls. a grandfather of two boys and soon, in six weeks, grandfather of a little girl. a little granddaughter. and i'm so proud. let me tell you a moment about what i witnessed. about the time of the 20 weeks, midterm, the ultrasound, the 4-d ultrasound now gives such an amazing view into the window of that womb. and what did i see? i could see that that little girl looks just like her big brother. number two, in another frame, she's sucking her thumb. and then in another frame she's holding up two fingers as though to say, be patient, i'll be out soon. we have such wonderful technology, such technology that today we can actually do surgery on a fetus

mr. szabo, ms. fleming said that on positive train control, if i heard her comments correctly -- i guess i could have checked the testimony, but i didn't. i think as i made notes here that ptc components were not available at this point, that field testing hadn't been done yet in an adequate way, that you had limited capacity to review what was happening, and the frequency to communicate hadn't been obtained yet. i guess i have a couple questions. one is what have i left out of that list? and, two is, do you think based on those factors it's workable to get their industry wide by 2015? >> if you go back and take a look at the report that we provided to congress last fall, it really articulates the range of challenges that the industry has in meeting full ptc deployment by december 31 of 2015. and i think that's the keyword there is full deployment. we absolutely believe that partial deployment can and will be achieved, but between the availability of spectrum, the availability of radios, the ability to get
