mr. forbes, you mentioned something i was asked about earlier.luntarily because of government policies and tax increases towards another recession? >> whether you call it a recession, i don't think it will be a full-blown recession. it will be like walking pneumonia, a bad case of flu. you may not be bedridden but you don't feel very good. this is not a sign of a healthy economy. we're going with another kind of fiscal cliff with sequestration and talking about more tax increases. i wish the world would learn as we should have learned from times past when you have a weak economy, piling on new taxes is not the way you get people back on their feet again. adam: so help me understand how that's translating to what we witness on wall street for instance today. we see stocks rising today. we're going to flirt, hopefully, with 14,000. we haven't been able to really hold it. but if the economy is weak and people are spending less, seems now is the time to take money off the table? >> well, i'm one of those who don't like stock market timing because you

mr. forbes question, which you thought was hypothetical and that if you were given the opportunity to write the law and ensure that it passed and we found ourselves ten years later with a large population of illegal immigrants in the country, would you enforce law or come back and find another pathway to citizenship? i would suggest it is not a hypothetical question because it is precisely the question that we are dealing with right now. the 25 years ago we passed a comprehensive bill and here we have a low estimate of 11 million in the country some estimates millions more. what is the mistake that we made in 1986 the we do not need to make this time around to ensure that we do not have to do this again? >> one of the things we can do the was mentioned earlier is to continue to enhance border security and to work on interior security. technology has benefited us during that time. so, we have an opportunity here, you have an opportunity, the congress has an opportunity to pass a comprehensive and very well thought out bill and of course no one can guarantee and you are right there probably w

mr. forbes ask you, i thought it was a very good question. if you set the bar at felony convictions that is a pretty high standard. for those who are under investigation by the bureau or someone else and you could meet the level of probable cause, would you be able to exclude them from this path? >> i think what has been discussed goes beyond folks who have been convicted of a felony. there may be some instances but that is case-specific. that needs to be adjudicated. somewhere between assuming that someone has committed a crime and recognizing there are circumstances where someone does present a danger to the united states and should not be in the country. i do think there's leeway there. i would grant you that. there -- these are the kinds of things i do not disagree with the general point. this is not easy. this is detailed. it is important work. i believe at the end of the day, the compromise, the general principles of the compromise worked out in the senate are the ones that are the best option for the united states. >> my last question
