mr. foresman co-chairs the advisory board for the corporate crisis response officers association. he's also a former undersecretary for preparedness and emergency response at the department of homeland security. the corporate crisis response offices association is a new organization to identify, train and engage crisis response officers and new corporate position as local contact points for the public sector. sali as the chair of this committee and you heard mr. fugate say we look to the private-sector for partners and we want to edna only look to the private sector for partners but i want to look to the private-sector for better technologies, operations and efficiencies that we can of course incorporate into the government response and we thank you very much for your testimony today and we are anxious to hear your views and perspectives. next we will hear from armand mascelli from the american red cross. mr. mascelli is responsible for initiating and coordinating red cross response to major domestic disasters and managing the organizations disaster logistics technology and human

mr. foresman, given that this is still what i would identify as one of dozens of caps that i see across the board, this is one of them, the you have any comments about any private sector solution as some of your members might be willing to step forward on this particular issue? >> well, senator, i do, i have three points i would make -- first, i think part of which occurred in in in the administrator's testimony about getting to defining the objective rather than define the process and i think that is really critical and you said in you're opening statement that part of it is about how do we think, because disaster has and is very much committed the issue, it is a state and local issue. the federal government is a supporter in different ways, it but it's about being able to partner those private-sector entities with local governments not only in the context of crisis preparedness for the first 24 hours but one of the solutions to do large-scale housing operations commended for having gone the task force on housing, but we've got to address the broader issue of what are we going to do if god

mr. foresman, given this is what i would identify as one of dozens of caps that i see across the board this is one of them. do you have any comment about any private-sector solution some of your members might be willing to step forward on this particular issue? >> senator, i do, i have got three points i would make. first, i think that part of what you heard an administrator fugate's testimony is defining the objective rather than the process, and i think that is critical and you sit in your opening statement that part of it is about how do we link because disaster housing is very much a community state issue, local issue. federal government is a supporter and a lot of different ways but it's about being able to partner those entities with those local governments not only in the context of crisis preparedness the first 72 hours but what are the innovative solutions to do large-scale housing operations and i think that fema is to be commended for having gotten the report out on housing but we have got to address the issue what are beginning to do if god forbid we have 200,000 americans homel

mr. fugate to take a minute and i will press you how we can try to resolve this for our state. go ahead. >> madame chair, foresman is a philosophy zone and it refers to the program and determining risk that these are areas that have the highest risk and that we have had as a policy within the nation to direct new growth away from the most vulnerable hazard areas, that is a good policy and it makes sense. the challenge however we go back and map and identify these areas and we oftentimes find we have many communities built on fun v-zone and historic leedy are there and as we had developed our policy of passive leader acting construction and again not wanting to put new growth but when you have a disaster if something was damaged we will relocate. well there are probably opportunities in a small event we have only a few homes that relocation would make sense but when you are dealing with a challenge across the gulf coast and other places when you would look at the new data suggested as high velocity or high risk area, merely using the passive approach of removal and not rebuilding the totally destroyed but allowing
