mr. fried, do you want to take us to our next agenda item? >> the next part would be the assistant general manager, barbara hale, presenting the cca update itself. >> thank you, mr. fried. so i have three things to talk about today on cca first off is to announce that we have an acting director, i'm very happy about that personally, and that's mike heim, the gentleman to my left. mike had been an analyst with us years ago when we first began working on the cca project. he went off to new york, it was, and got his master's degree there in energy management and policy, worked as a researcher, university of columbia, and worked for the port authority as a senior energy analyst. then we wooed him back. actually, we didn't, he just loved california -- and he's been working with us as our regulatory and legislative affairs manager for some time now. so he has really deep understanding of the whole cpuc process and the rules of engagement on cca and will be leading our team toward the finish line at least on an interim basis. and that brings me to m

mr. fried talked about, there's a stepwise to this. you don't come out the door with cca at the moment of launch with a big pile of money to spend or even with permission from the california public utilities commission to use rate payer funds for energy efficiency so we'll be working in very close harmony as mr. fried asked of us with the san francisco puc to make sure that when we launch, we're starting down that road to that new future even if we don't realize it in that moment in time so at at the point of launch we'll still work on bayren and have energy launch and work with customers and at the same time work with our own puc to figure out how that future unfolds so to to me it's an exciting moment in time for for a partnership with our two departments to get the best out of each department. >> all right. yes. executive officer fried? >> thank you. jason fried i want to thank you for those comments and i want to add one thing and this is my personal belief not everyone shares with me but i

>> as mr. fried referred to there's a requirement to offer service to residential customers under the cca statute but that aside you would want to anyway there's an economic quirk of cca -- if you follow something like pg&e's rate structure and that is that residential rates are generally fixed year round and commercial rates are seasonal summer and winter and a big difference between summer and winter rates on commercial accounts enough as to you would lose a little bit in the winter and gain quite a bit in the summer so thinking about phasing we began our first phase with mostly commercial customers at the beginning of the summer added residential at the at the beginning of winter and adding our last phase next summer so it helps us buy contracts and allows us to collateralize . >> every time you invite geof you learn something new which is great. we've been planning to include commercial customers in our community choice program. we recognize that in our first effort where we were offering a premi

we did hear from commissioner avalos and mr. fried that both hearings there seems to be like 1-2 months that we can shave on this. i guess without even getting too outside of the box. the piece i would like to talk about on page two, we are at row no. 3 in february and row no. 6 when pg & e files their green tariff with the rates. as i said at the puc, we basically have a two 1/2 month period here to get this major step that we want them to take. we want them to take to publicity for that and we want there to be publicity for that but we don't want them to take away all the excitement and momentum that this great san francisco is making with our power program. so i would just hope that between now and may 10th we can do as much public work as possible and i think a great catalyst to that would be setting the not to exceed rate at the pg & e brown power rate as soon as possible because it will give clearly the knowledge of that number. i would get that rate to the board as soon as possible to accelerate that portion of this public outr

but i was also thinking you brought this up, mr. fried, was about what does lafco look like moving forward. and i think it would be great for us, i don't think it has to be next meeting or the meet after, but to think about is there a planning meeting that we can have with the commissioners to understand what do we see lafco doing as less and less work is coming in from cca, which is going to be some time but to anticipate that and try to understand how do we make sure that we have the funding and also that the work we're doing is unique to lafco and is something that can be utilized foertd people that seek the resources and the help from lafco, including the board of supervisors and public that comes to us for research and questions. >> okay. so some of the other things, we've also established a proper reserve policy. you may remember passing that a few months ago. one of the things i wanted to do is get our budget more in line with how the city and county does its budgeting currently so our process looks similar to theirs. i have worked
