mr. garamendi. >> thank you mr. chairman. i really don't quite understand why we keep coming back and playing groundhog day on this issue. there are many, many different kinds of biofuel refineries. some of them are quite small. maybe the size of, i don't know, half a container you that might find on a ship or truck. they're perfectly capable of generating diesel fuel or methane from a large military camp that might be seated someplace in afghanistan. and maybe that would save that one tank truck and the soldiers that are bringing that truck into afghanistan. these are readily available at the university of california davis. a new biofuel refinery was nut place at a cost of around $2 million. that was the first one. the next ones are going to be quite cheaper. and they are generating methane and diesel from the food waste from the cafeterias. could that fit on a military base? yes, it could. either domestically or at some remote site. i don't understand why we would stop the military from doing things that are in place today,

mr. garamendi: i can come back and do it again? mr. simpson: there you go. mr. garamendi: thank you. mr. simpson: the amendment though, that was reported by the clerk was the mox facility that took $125 million out of the mox facility. that was the amendment that was reported by the clerk. mr. garamendi: that's whafse speaking to -- that's what i was speaking to. mr. simpson: you have another amendment that deals with pit production. mr. garamendi: if i could go back and talk about the mox facility now. i stand corrected. the $125 million was the mox facility amendment. mr. simpson: our argument and the debate we just had with the gentleman from nebraska about the mox facility and the challenges that we face in the mox facility is the same as the debate we just had. while we ask for the department to look at the two alternatives, the down blend and the continuing mox, the armed services committee asks for a report on all five of the alternatives that they were looking at the cost and stuff. so i would oppose this amendment of taking $125 million out of the mox facility. i'd be happy t

mr. garamendi: to address the house for one minute.peaker pro tempore: without objection the gentleman is recognized for one minute. mr. garamendi: earth day 2015, is rapidly approaching. i'd like to draw attention to the reality of climate change, global warm's real. take a look at california. we're in the midst of a fourth year of a very severe drought. you can debate whether the drought is or is not the result of climate change but you can -- you cannot debate the fact that co-2 in our atmosphere is approaching 400 parts per million, highest it's ever been in over 800,000 years. you cannot debate the fact that it's a heck of a lot warmer in california in the last decade than it's ever been in recorded time. you cannot debate the fact that the snow level in california is rising up the sierra nevada and sisquew mountains. this is a real problem. we need to address it with strong, powerful legislation here in congress, most of which has not been done. we have a challenge out ahead of us. i hope and pray that we'll meet that challenge.
