mr. garrett: another minute? the chair: one minute remaining. mr. garrett: there is a need for the cemeteries, not just in the state of new jersey, but across the country as well and in a bipartisan, we passed this bill with the support presumably from the chairman last year and in a similar manner we are doing this year. as stated already, the amount of money that is already appropriated is $40 million more not only what the white house wants but what the v.a. wants. i find it curious the chairman comes to the floor and fights what programs could be cut when our staff tried to ask them to identify which ones would be cut and we could never get an answer from them as to what would be cut whatsoever with regard to priorities. now the chair comes and says this program, this program, this program will be cut. how can anything be cut when we are expending $40 million more than what the v.a. and administration is asking for? this is a duty, a duty that we owe to our veterans and we should do it in the proper manner and do it now and should not be pointing

mr. garrett is recognized. mr. garrett: thank you, madam speaker. it was john adams who once wrote, liberty cannot be preserved without a general knowledge of the people. when i first came to congress, i resolved that promoting knowledge of the u.s. constitution would be one of my primary responsibilities and priorities. to that end, i founded and continue to this day to chair the congressional constitution caucus. i come here to the floor tonight to say i'm not alone in this effort in working to preserve our freedoms through education and specifically of the u.s. constitution. tonight i would like to recognize a group whose mission is to inform america's youth and her citizens about the importance of the u.s. constitution and the foundation it sets regarding our freedom and rights. the name of this group is constituting america. i commend the efforts of the two founders, jeanine turner and kathy gillespie. it is these two women, along with jeanine's daughter juliette, who are working hard to inspire students across the country to learn more about t

mr. garrett: mr. speaker, it's a little over 18 months since president obama signed the so-called economic stimulus bill into law. saying this stimulus was somehow a success. that's really an insult to the millions of americans who are now unemployed and continue to look for work. you know, we've heard repeatedly from our business leaders and economists that one of the biggest impediments to job creation is what this congress has been doing here every day. i mean, how can businesses be expected to invest and to create jobs when they read in the paper that such things as that our government is expected to run trillion dollar deficits as far as the eye can see, that banks will now have to conform to 243 new regulations because of that 2,300-page dodd-frank bill we passed, and that we will have the largest tax increase in american history, and also that energy prices, energy prices may skyrocket because of the house-passed cap and trade bill and that health insurance premiums that were promised to go dow

mr. garrett and i requested. this is action in the second oversight hearing. the first rohm & hoss class -- the first one was last july. we appreciate you being here today. i understand he inherited a commission with a tarnished reputation and a significant personnel problems. i think you have performed admirably. clearly, more fundamental improvements are necessary. if there are legal impediments for him missing from new transforming the agency, it is our hope fed we can use these hearings to learn what measures can be taken to manage the commission more effectively and demand high ethical and professional standards. we have experienced the collapse of bear stearns, of lehman brothers, and the consolidated supervise and deprogram -- supervise and the programs. they give us the more reasons to conduct aggressive oversight in to demands along with you that the sec be more accountable at all levels of agency. what many of us find particularly troubling is that the majority of the sec's problems were caused by the failure to use its existing authority to protect

mr. garrett, who offered an amendment that was incorporated that would eliminate subsidies over time for homes that are sold to new owner and phases in actually sound premiums on second homes. there's also language in here that will impose minimum deductibles. all of these are several steps in the right direction to help ensure that the taxpayer doesn't suffer further losses. but unfortunately the bill really doesn't do anything to deal with the current almost $19 billion of funds that are owed to the taxpayer today. nothing in the bill will help recoup that particular loss. it delays the implementation of actuarial rates which i think, again, puts the taxpayer in further harm. it does not phase out the taxpayer subsidies. we still have insurance that subsidized rates creating perverse incentives that encourage people to essentially live in harm's way. just like fannie mae and freddie mac which have already cost the taxpayer $150 billion roughly and counting, those programs ultimately need to be returned to competition, so does this program ultimately need to be returned to market compet
