mr. reid strom mentioned, we have some good news. the rates will be going down for the biggest wholesale customers. the biggest reason you are aware of, we received $356 million payment in february from the wholesale customers. as mr. jensen mentioned, that is done primarily for savings. what that means is we've been able to take out that rate component from our rate setting and i'll show you what that means in terms of numbers in a moment. another reason why the rates are going down for the wholesale customers is that they're buying more water. so, as compared to the current budget year, we had budgeted about 137 million, 137 mgd in terms of volume. and what we're seeing in the current year is that's going to be closer to 143. and, so, what you'll see in the chart here is we're projecting a little better news in the current fiscal year '13 and we're projecting that forward into the budget year for next year. so, again, better news in terms of water delivery, more sales means lower rate. >> is that not increase of the knit customer ba

mr. brig. >> good afternoon. when we talk about resill yepbs and resiliency for the san francisco public works, the sfpuc not only provides those life lines to san francisco, but we also operate the hetch hetchy regional water system that supplies a great amount of water for a large part of the bay area, 2 1/2 million customers. and for a regional supplier like ourselves when resiliency comes sbat conversation you are talking about earthquakes come up already and terrorism as well and we've done a lot to put our money where our mouth is. we are right in the middle of investing 4 1/2 billion dollars in our water system. most of that is in the regional transition system, but about a billion of that is in san francisco itself and i can tell you that to put your money where your mouth is and really tackle capital investment when you talk about resiliency, it starts and ends there with capital investment. to be able to put your money where your mouth is, you have to convince your rate payer base that they want it and
