mr. gosar: thank you, mr. chairman. i rise today to offer a simple but important amendment which will save taxpayer money and demand accountability for one of the federal government's most invasive and rogue agencies, the i.r.s. this amendment reduces overall appropriations for the internal revenue service in the bill by approximately 3% and brings funding for the i.r.s. down to the f.y. 2007 appropriations. current funding is between 2007 and 2008 levels. additionally, my amendment still allows for more than $10.5 billion to go to the i.r.s. in this time where we have over $17 trillion in debt, and a deficit this year exceeding $50 billion, this is a modest reduction at best. again, this amendment only makes a 3% reduction to bring the appropriations in line with the 2007 appropriations. more directly than financial consideration or condition of the country is the fact that this agency has shown contempt for the american taxpayer. it has ignored congress and ignored subpoenas. it has stonewalled and destroyed evidence,

mr. gosar: thank you, mr. chairman. i rise today to offer an amendment to save taxpayers money, help the department of energy avoid duplicative programs, and to ensure its limited resources focus on programs directly related to its mission to ensure energy security of the united states. this simple amendment would prohibit the use of funds to be used toward the proposed climate model development and validation program within the department of energy. the duplicative and wasteful nature of this program has been recognized by several outside spending watchdog groups. my amendment has been supported by the citizens for -- eagle forum and the taxpayers alliance. the committee has recommended no funding for the climate model development in the report. i commend the committee for their recommendation and the work on this issue. i feel strongly that the full house needs to support the recommendation and send a message to the senate that we should not be wasting money for new programs that compete with the private sector. if fu

mr. gosar: mr. chairman, i rise today to offer a simple amendment to save precious taxpayer resources and to reduce the amount of money on paying inefficient bureaucrats with a history of mismanagement and disorganization. specifically, my amendment reduces net outlays for the administration of the army corps of engineers by $1 million for the fiscal year 2014 level, which reduces the budget authority in this bill for the corps' administrative by 2.25%. the corps of engineers received an overall increase of $25 million in the bill above the fiscal year 2014 level. while i can support funds going to worthwhile projects, i take issue when the corps continually receives the budget request level for administrative officials who fail to curve theired -- curb their bad behavior. i'd like to read a quick excerpt, and i quote, the corps of eng mears has suffered -- engineers has suffered severe failings in recent years and have resulted in cost increases for projects such as the costs associated with the lo
