mr. griffin? >> i would just offer a couple of additional comments in addition to those provided by eric, cyber defense is of course critically important to the department, but i will go out on a limb and say that it is even more important to those that guard the economic systems, banking and financial industries and all of that. so the department is looking towards bringing in, we have a new cio coming from the financial industry, i think that we need to do everything that we can to tap into people that are, if you will, playing for their own money in this arena and we are doing that. eric mentioned my comment that unless i have an appropriated and authorized line item, i cannot spend money on something , if you want to emphasize cyber security, offensive and defensive, this is one of my priorities, since we all agree that we do not really know much about what we are doing in this area, when you hire and give us the authorization to hire these 1000 people, you cannot be too specific about what i

mr. griffin, thank you. >> thank you, mr. chairman. i will make these quick. mr. clark, you know one of the primary objectives of order one thousand was to promote interregional transmission development, but there is broad consensus that order one thousand failed to achieve that goal. so in your opinion, how could this objective be achieved? >> sure. i think part of it is, congressman, thank you for the question, part of it is as i said attempting to focus in on what you're actually trying to accomplish in the rule. the rule itself is expansive. it ran several hundred pages long. the compliance filings are probably thousands of pages on top of that. and i think part of the reason that it -- you get that result is the order tried to do a lot of things all at once. it was partly competition policy. it was partly an investment policy. it was partly a regional planning policy. it was partly a cost allocation policy. some of it dealt with intraregional things. some of it interregional things. when you push that much out in a rule and expect the regions to do something
