mr. grimm: thank you, mr. chairman. i rise today in support of my amendment that would prohibit any funds made available by this act from being used by t.s.a. to implement changes to the current list of prohibited carry-on items for air travel. specifically this amendment would stop t.s.a. from allowing knives back on planes for the first time since the terrorist attacks of september 11, 2001. today, following months of outrage from nearly every corner of the aviation community, and with our amendment looming tonight to block the policy, t.s.a. abandoned its proposal to allow knives back on planes. i do commend t.s.a. for reveersing -- reversing its irresponsible decision for one that is smart and prudent. however, we still need to pass this amendment tonight to make sure this is the law of the land and ensure that there will not be another reversal in the t.s.a.'s position regarding knives on planes. we live in a post-9/11 world and there is no excuse to take liberties when it comes to public safety. as a former federa

mr. grimm: thank you, madam speaker. i proudly rise in support of this legislation, h r. 634, the business risk mitigation and price stableation act of 2013. h.l. 634, as noted by the chairman and my colleague, it's truly a bipartisan piece of legislation. and it has passed this house previously in the 112th congress with overwhelming support. i'd like to thank my colleague, mr. peters, for work on this with me. it's an extremely important issue and it's a pleasure to work across the aisle as well as my colleagues on the agricultural committee, mr. austin scott and mr. mcintyre. i want to thank chairman hensarling for his leadership on this issue as well as for his leadership as chairman of the full committee and also thank ranking member waters. will 4, as noted, clarify the intent of congress under the dodd-frank act by providing an explicit exemption for the true commercial, nonfinancial end users of over the counter derivatives from having to post margin on derivative transactions. this is important for job creation

and so mr. grimm talked about victimization and the fact that we would be victimizing people who are victims of natural disasters twice. and that's precisely what it's all about. and i think that we are more caring than that. i think that we understand that there's still a lot of things to be worked out. the flood maps have not been completed, the pricing has not been really dealt with. and so i think we need time. we need time in order to answer these questions, to deal with the complexities of what we're trying to do. i think we can stabilize flood insurance. i think that is possible. but i, as one of the authors of this bill, i'm also making a plea to say that we did everything that we could to try and have a bill that's sustainable, that's viable, that makes good sense, but as we review what is going on, and the risk and the harm that people are now confronted with, we're saying, let's take a step backwards for a short period of time. and let's give these victims and other victims in other areas o

gibbs: i yield one minute to the gentleman from new york, mr. grimm. mr. grimm: i respect my colleagues from california and from georgia, but let's stop the nonsense and call it what it is. i have a district that consumes more greek and italian oil and it's not bad. the producers are the ones with the problems. the people buying it, the distributors, the different restaurants their costs would go up. they know good oil and haven't had a problem. there is going to be a problem in every industry but this is nothing more than a million dollar earmark. i respect them sticking up for their states. olives like oranges, oranges are tested, but we don't test orange juice. grapes are tested but we don't test the wine. we do test olives, we shouldn't be testing olive oil. the only manufactured good tested as a commodity, that would be a mistake. even the c.b.o. says tens of millions of dollars and we can't afford that for our industry. this is a specialty earmark. i respect the intent, but it is bad policy and i ask everyone to oppose. the chair: the gentleman's time

mr. grimm: thank you, mr. chairman. i rise today in support of my amendment that would fund the national urban search and rescue response system at $35.18 million. . it still reflects a reduction of roughly $6 million from fiscal year 2012. the national urban search and rescue response system, usnr, provides significant national resource for search and rescue missions in the wake of natural disaster and structural collapse. a typical task force will conduct physicalp search and rescue operation that is provide emergency medical care to trapped victims, assess and control hazards such as ruptured gas and electric lines, and the evaluate and stabilize damaged structures. due to the critical lifesaving nature of their mission, us and r task forces must be prepared to delay within six hours of notification and they must be self-sufficient for the first 72 hours. these teams have been deployed to responses to the oklahoma tornados, superstorm sandy, the japanese tsunami, the haiti earthquake, hurricane katrina, 9/11 attacks,
