mr. gutierrez. the speaker pro tempore: the gentleman is recognized for five minutes. mr. gutierrez: thank you so much. mr. speaker, i rise in opposition to the rule and to the underlying bill. i submitted 10 amendments for consideration, not one of them, not one of my amendments was ruled in order to be debated today by my colleagues. but i don't oppose the bill because i didn't get an amendment in here. the fact that my amendments were deemed unsuitable for debate by the congress of the united states is an indication of the underlying problems with the bill. to you can't debate the future of puerto rico here in the congress of the united states, imagine when you give it to meet ed people that can in secret. they can meet in secret without informing office any one of their decisions. if we can't have a debate about puerto rico, if it's so important, why not take time to have a debate about the amendments that are offered by people here? we're engaged today in a wholly undemocratic activity in the world's greatest democracy. we're debating how to take power from the people

mr. gutierrez. mr. gutierrez: thank you. i also want to thank you for your work. 12 million undocumented workers in this country were excluded from the aca. there was an infamous moment on the house floor when someone ,old president obama he lied when he didn't. they were excluded. how are you, organizationally, helping them, and how do we move forward from the exclusion? issue, weblic health do not ask people if they are citizens or not. that's not our job. to make sure that everyone who walks through the door gets treated with respect in a culturally sensitive manner and leads to them having the skills to manage their condition better. we don't ask because it's not our job. our children go to walmart, grocery store, parks, schools with these individuals. if one of them gets sick, they will all get sick. it's a public health matter. we take care of everybody who walks through our door and that's the way it should be. mr. cummings: representative reeves. reeves: thank you for your work. this is an issue i am passionate about

mr. gutierrez but i can tell you, you sitting here is probably the greatest advocate for immigration that i know -- mr. gutierrez in the congress, he is without a doubt that conscious of the house and the senate and it is an honor to serve with him. mr. gutierrez has served on the financial services committee and worked on this issue. he knows it well, as others have, and this goes into our poverty -- the leadership that barbara lee has provided on poverty and the rest. they're all connected. they're all grossly unfair. and again, the chairman talked -- mr. trumka talked about infrastructure. part of the infrastructure has to be to increase the housing sto stock, to lower more supply, hopefully lower price, but think big, big commitment. it's not happening. it's not happening 29 years later. stewart mckinney -- that's what we were working on 29 years ago. now, i'll just get personal for a moment. when i grew up, my father was mayor from when i was in first grade to when i went to college. when i was in college, he was still mayor. and the issue that my mother took on as first lady for all those years was housing. and she said, and i was so glad that they mentioned it in her obituary when she died this thing about children and how do we teach children and respect and love if we don't show them respect and love by ha
