mrs. hagan: i would like to speak one minute on this amendment. i think it's a very good amendment. we have over 300,000 service members in our active duty military that actually utilize this tuition benefit assistance last year and over 50,000 of them received diplomas, certificates and licenses. and it really does help prepare our service members for a successful transition when they transition into the civilian work force, when they choose to leave the military. this has been used for a recruitment tool and for a retention tool and i think it is imperative that we continue to offer this tuition assistance benefit to our members. so i certainly want to thank senator inhofe for working with me on this bill and i think it's a very good amendment. i also want to thank senators mikulski, shelby, durbin, and cochran for reaching an agreement to move this amendment forward. thank you, mr. president. i yield the floor. ms. mikulski: mr. president? the presiding officer: the senator from maryland. ms. mikulski: thanks to the excellent work of senators inhofe and hagan, who have reached an
