mr. harris. i would like to briefly address my colleagues on both sides of the aisle because both republican and democratic colleagues today have said a number of things that presumed more precision about the problem then we have actually identified here and then sort of picked up the most ready tool, usually the 230 discussion. i think i'm a lot more skeptical then maybe most on this committee to push a regulatory solution at this stage and i think in particular some of the conversations about section 230 have been well off point to the actual topic at hand and i think much of the zeal to regulate is driven by short-term partisan agendas. i think it would be more useful for us to stick closer to the topic that the chairman identified from this hearing. i think it's important for members of congress to constantly remind ourselves that we are bound by first amendment constraints in our jobs and a number of the lines of questioning on the right and left side talked as if the first amendment is this

mr. harris, thanks. you mentioned the joint committee on the conduct of the war. do you think that was a good thing? a bad thing? a mixture? on the joint committee? >> lincoln did not think it was a good thing, but he deferred to congress in terms of what committees they wanted and they came over and they would talk to lincoln and his response would be okay. but he didn't really -- he kept him at arms length. especially in points of commands. he was after lincoln from the beginning. he chaired that committee. most of them were republicans. it was sort of the middle of the roads for republicans. but then they began to see -- other generals as well, especially political situations. in 62 or 63. so they began to compound pretty hard here on lincoln and the conduct of the war. they want to changes, but again they did this not perfectly. that committee did investigate a lot. there were some injustices with the court must marshal. for this engagement near washington. it spent about six months in prison. it was an injustice. >> it was an injustice. >> they just threw him

let's bring in now cnn's senior political writer and analyst mr. harry enten, and cnn political analyst astead herndon from the law offices offe enten and herndon. good evening. good to see both of you. overall red states are gaining while blue states are losing. what does the census mean not just for 2022 but for the presidential race come 2024? >> look, i think the best way you can sort of gauge this is by taking the 2020 results and then applying them to different censuses and essentially applying the reapportionment. what we generally see is exactly what you point out, is that the red states gain. so if you were to redo the 2020 election under the new lines, what you'd see is that biden's win of 306 would drop down to 303. but what i think is so interesting, don, is this a decades-long trend whereby populations are moving from the blue states to the red states. so if you applied the 2020 results back three censuses ago, biden's electoral vote margin would be 310. but we've continuously seen that dropping as the populations have been moving from the b
