i would say that citizens in my first year in continued brownouts in stations there. >> jamison: mr. hart? >> hart: one of the first meetings i sat in as mayor pro tem after former mayor hurley was out of office was to sit down and talk about one of the fire stations that were located in an area that had older housing stock and that was an area that was being browned out as well as another location as well. but if you take a look at this past year, current budget that i worked with council members to get approved, bringing back those public safety officials. we were able to bring back two police, we were able to bring back two firefighters so that we can make sure that we're not just talking about public safety, that we're actually trying to make a difference in that area. we also did that by making sure that we can actually pay for those positions to be in place, so haven't just been talking about it. we've actually been there doing it and i stood to make sure that we can decrease the amount of brownouts as possible. i have a track record of doing this already. >> ron: any further commen

hartler -- harts -- mrs. hartzler of missouri. mrs. hartzler: i ask unanimous consent to dispense with the reading of the modification. the chair: without objection, the reading is dispensed with. without objection, the amendment is modified. mrs. hartzler: thank you, mr. chair. my amendment gets our priorities right in our highway funding by prohibiting federal funds from being used for landscaping and scenic beautification on highway projects. we should spend our federal highway dollars to improve our roads and bridges, not plant flowers. from 1992 to 2013, over $1.3 billion was spent on landscaping and scenic beautification. with data shows over 61,000 bridges classified as structurally deficient and 65% of rds in the united states in less than good condition, this is outrageous. i appreciate roadside landscaping but given today's limited highway dollars, these initiatives are best left to volunteer organizations such as the popular adopt a highway program. we must ensure that federal funds are applied where they're needed most and

mr. hakes: yes. i think both of the carters really believe in doing your homework. so, like he would read gary hart'sook on the 1972 campaign to find out what went right, what went wrong. and she would take meticulous notes. and when they ran for reelection in 1979 and 1980, she pulled out all of these notes from the 1975 and 1976 campaigns of just the names and the phone numbers of everybody. so they sort of started off knowing that they didn't know how to do this, they'd never run for president before. but they did their homework and that was kind of a trait of the family. and they would come home on sundays so that they were always on the same page, the family members wouldn't all be off saying different things. they'd come back and compare notes on sunday and then they'd head back out to the field, and it was a very powerful combination. i can't believe the work schedule that she had during that campaign -- very little sleep and was visiting multiple towns in a day. and i guess growing up on a farm, you learn how to put in long days, but she was willing to make that kind of commitment. ms. swain:
