mr. hepner? >> whoa, whoa, whoa. i'm not quite finished. >> sorry. >> one thing that i think our city attorney was helpful, and other commissioners' comments helped me a great deal, you know, we always have to remind ourselves, or at least i do, that this is an advisory commission. we are not the body that's finally going to determine what's going to happen to this piece of property or this building, and the time that this has happened before on this commission, we've been asked to define certain things. namely, the adequacy of the alternatives that were proposed in the e.i.r., and today, we've been asked to advise the board of supervisors on whether or not this structure meets the minimum requirements such that it would be appropriate for the board of supervisors to landmark it or not. but we're not the ones who decide what happens to this building, it's the board of supervisors. so i think we should keep that in mind, and i think commissioner black brought forward her motion in a way that made me want to second it,
