mr. higgins: mr.peaker, i yield myself such time as i may consume. the speaker pro tempore: the gentleman is recognized. mr. higgins: mr. speaker, today i rise to offer for consideration h.r. 4564, the post-caliphate threat assessment act of 2017, for house consideration. the homeland security committee's task force on denying terrorist entry into the united states, which i'm a member of, spent the last year taking a deeper look at our terrorist organizations and lone wolf -- and how terrorist ornyizations and lone wolf attackers are entering the nations they're targeting. one of the most concerning issues the task force learned is an estimated 40,000 foreign fighters travel to isis-occupied territories to join a force of over 100,000 radical islamic terrorists. through major victories by anti-isis forces, the islamic state's self-declared caliphate in iraq and syria has been mostly defeated as a whole, driving these terrorists into hiding. many thousands of these battle-trained jihadists are now unid

mr. higgins of new york. >> thank you, mr. chairman. come from buffalo the super bowl is not a good subject. dr. hall, thank you very much. just a couple of questions in the previous speaker talked about supply-side and these are all very fair debates that should be debated regularly. supply-side, trickle-down, and the new term for all that is dynamic scoring. and that is what the future economic impact from tax policy will be, which is, it's kind of an exact science and i guess that's why it's subject to a lot of interpretation. but a couple of things that concern me, the treasury secretary had stated explicitly, explicitly that the tax cut as proposed that about an out the, particularly the corporate tax-cut which was about 14 percentage points, but the percentage change was actually 40%. the tax cuts generally pay for themselves. do you believe that? >> i want to be really careful because different tax changes have different effects. some can have an effect probably on supply-side, some on the demand-side. i think the literature, we
