seeing no question here from the committee we'll go on to mr. himes. >> good afternoon supervisors. michael himes, san francisco public utilities commission. i'm just going to supplement actually the remarks that executive officer freed made. i thought his comments were spot on. earlier today in response to request by the department of elections, our department submitted a letter addressing the potential impacts of the proposed ballot initiative regarding renewable energy. to highlight a couple points from that letter that sort is a addition to the points that mr. freed made. first a observation about the potential impact of the measure is that it creates a new definition of renewable green house gas electricity that is inconsistent with state law. the proposed energy clean right act addresses the issue by tying the terms clean green to definitions in state law. mr. freed also referred to the issue around roof top solar and thought he captured that well. additionally, the proposed initiative has the potential to increase cost to a cca program without necessarily providing additional

mr. himes: thank you mr. speaker. i appreciate the time. i come to the floor today on this fifth anniversary of dodd-frank to reflect a little bit on a signal piece of legislation that to this day remains controversial. dodd-frank was of course the response of the worst economic meltdown that we have seen in this country since the great depression of the 1930's. and i want to reflect back on what led to the need for dodd-frank, the impact that that great recession, as we have come to call it had on americans and american families all over this country and then think a little bit about what dodd-frank has and has not done in the five years since its passage. it remains a controversial piece of legislation. all you have to do is look at the steady stream of press releases from the majority part on financial services. i have a few here. dodd-frank has enshrined too big to fail into law. obama claimed dodd-frank would lift the economy. it has done the opposite, despite the fact we learned today that we have the lowest jobless rates in a very, v

womack and mr. himes of connecticut for all of their work on h.r. 1334. i also thank the great bipartisan comments we heard by the ranking member we just heard on the jobs act and i look forward to working with you even more on those technical corrections on the dodd-frank piece of legislation. looking forward to doing that going forward. there is little doubt that the jobs act did have a positive impact. upon our economy as evidence by the boost in the initial public official since 2012. the number of companies, both public and private companies, that are taking advantage of some of the law's provisions right now. in title 6 of the jobs act included important position the gentlelady talked about, the increase the outdated shareholder thresholds that determine just when banks and bank holding companies have to register with the s.e.c. and these thresholds by the way, they have been around for a long time. they haven't been changed for over four decades. what they were doing, they were forcing the smaller company, small banks to register as full reporting

mr. cleaver, along with the representatives himes of connecticut and d'alene eave maryland for their hard work on this legislation. i urge members to support h.r. 2997, and i reserve the balance of my time. the speaker pro tempore: the gentleman reserves. the chair recognizes the gentlewoman from california. ms. waters: mr. speaker, i yield myself such time as i may consume. the speaker pro tempore: the gentlewoman is recognized. ms. waters: mr. speaker, this bill would create a pilot program within h.u.d. which would allow for energy and water efficiency upgrades to be made to certain private multifamily h.u.d. properties at no cost to the government. under this innovative pilot program, investors would provide all of the upfront capital to make the improvement and they would only get paid based on a portion of the cost savings -- a portion of those cost savings that result from the improvements. if there are no cost savings, the losses would be completely on the investors, not h.u.d., or the taxpayers. this is a rare win-win situation. h.u.d. and taxpayers benefit from cost savings. ten
