mr. hoyer: i thank the gentleman, and i will interpret that, mr. speaker, as indicating that if we choose to offer as an amendment the bill that passed the senate, which ensures that there will be no tax increase on 98% of americans, that we would be allowed to offer that bill and it would be protected under the rule in such waivers that are necessary will be extended. that's how i interpret that. if i'm wrong, perhaps the majority leader can correct me. i don't want to -- parse words or lead to confusion. . i know what the senate bill is. and it is at this point in time our intention to offer that senate bill as an amendment to the bill that's offered on this floor. so i would hope that our understanding is consistent again, and i want to say consistent with the speaker's comments that that will be allowed. i want to say to the gentleman as well i think he's appropriate in referencing the past, and i'm pleased that he's not following such precedence. mr. cantor: i appreciate that, mr. speaker.

mr. hoyer: mr. speaker, when the sponsor of the bill talk about auditing the federal reserve, they don't mean a traditional audit. an outside independent accounting firm already audits the federal reserve's annual statements and g.a.o. is already empowered to review the annual statements and a broad range of its functions. in fact, the wall street reform legislation passed last congress, there is transparency and accountability when it comes to the federal reserve's finances and operations. however, this bill would instead jeopardize the fed's independence by subjecting its decisions on interest rates and monetary policy to g.a.o. audit. the fed, like every other major central bank in the world, is independent, and congress has rightly insulated the fed from short-term political pressures. i agree with chairman bernanke that congressional review of the fed's monetary policy decisions would be a, quote, nightmarish scenario, especially judging the track record of intervening in the courts and other a

yesterday i joined our distinguished house democratic whip, steny hoyer, our assistant democratic leader, mr. clyburn, and ranking member leaven in a letter -- ranking member of the ways and means committee, mr. levin, and sending a letter to speaker boehner and ways and means chairman, dave camp, asking for a markup of tax cut legislation for the middle income talkts. everyone agrees that -- tax cuts. everyone agrees we should have a middle income tax cut. tax legislation will soon be brought to the floor. we think a matter of this magnitude should have a markup in committee. where both parties can offer amendments and we have a full discussion in committee before it comes to the floor. the middle income tax cut is something, again, that the president has put forth that we all agree should happen. tax cuts for everyone up to $250,000 a year. that means if you make more than that you still get a tax cut up to that level of income. so everyone gets a tax cut. it appears the republicans have made their choice. they are not going to have -- hopefully they will have a markup, but so far we don't
