mr. hunter talked about all of this having to do with the coast guard budget and the effect of the budget and the lack of a good budget is having on the coast guard to do its work and quite possibly the reality that maybe we really don't care that much because we don't seem to be putting sufficient money into the effort. it appears as though the current situation would further diminish the coast guard's budget and its ability to do its job. and so all too often we look at this problem from the point of view of america. and not often from the point of view of the countries and we need to look at the perspective. we need to look at this and the work that has been done there and this includes the people that we are partners with in this problem. at some point, i know that we have this issue from that point of view. it was from the american point of view. perhaps the ambassador from mexico might want to give us their point of view of this or columbia or other countries that are the partners in this problem. and so i recommend that we listen to their point of view and how that will affect our
