mr. inslee: thank you. i'd like to speak in favor of this resolution, that commemorates and honors those who were lost in the tesoro explosion in washington state. and this is something that is felt, i think, nationwide, and i appreciate rick larsen and his leadership bringing this for the congress to consider this tragedy. and the reason is maybe two-fold. one, we really look forward to a day in this country that our loved ones can go to work without the fear of them not coming home in these jobs and we hope that this will help focus congress and our continuing efforts to improve safety in the workplace for our loved ones. my son worked at a pipeline project that terminated the tesoro facility and got to know some of these hardworking people. and they were aware the dangers associated with the product they work with, and he was impressed and i think we were all impressed with their dedication to their jobs, and i just want to express from the folks i represent our empathy for the families. i also want to e

mr. inslee: mr. speaker, we have been doing a lot of work here in the house to try to lead the country forward on energy independence and energy security, but there's been great local leadership as well. i want to honor today one of those great local leaders, mr. steve johnson, one of my constituents, who for 23 years has served with distinction as the executive director of the washington public utility districts. steve has had an incredible career leading this group forward which represents 27 public utility districts. it's over 1.7 million citizens. i want to note three of his local -- this local leader's achievements. first he has led to reforms which have been fitted washingtonians who have not had access to high-speed telecommunications available to them. truly a visionary action by steve. second, steve's leadership has always helped to obtain funding for more energy efficiency and conservation projects. he's been ahead of his time. third, he's been a real leader in municipal water systems. stev

mr. inslee: i appreciate an opportunity, thanks for carrying the load here. i just want to in closing note tomorrow, the actress sigourney weaver will be hosting a movie, a documentary called "acid test" and it's a very interesting movie with some very disturbing news about our oceans. and that is that our oceans are becoming more acidic and what this movie discloses, our oceans are actually 30% more acidic than they were before we started to burn coal and oil in the industrial age. and the way this works, the way this movie that she narrates, carbon goes up out of our smokestacks, out of our tail pipes, goes into the atmosphere, then falls into the ocean, goes into solution in the ocean and increases acidic conditions. i don't think probably many people know that our oceans are becoming more acidic. and the concern, of course, is that when you change the acidity level of the ocean, what it does to life forms. and we had a doctor who, she showed us some type lapse photography of what happens when you put a shell like a clam shell in ocean water that will be a

mr. inslee, seriously, i don't understand, i don't understand the argument for example, last week in a "new york times" column. it is including brought on this will be buddies with something along the lines of the issues too interconnected, not fair to do to for. i'm checking the book a trip box that says all of the above. just because, and paul also said we should have effective regulation in this country. i'm in favor of effective regulation. that's like being in favor of a tasty dinner. why would you oppose effective regulation? if you don't have a get effective regulation after 30 years of a lot of people not doing their job, i'm very interested. i would like to see that. and it is striking to me that the best idea of the administration and of our congressional leadership with regard to capital requirements, and systemic risk and so on and so forth is let's get the regulus victory to sort this out and come back to us with details. these are the guys who got it wrong for 20 or 30 is that they are the same guys. later lead the same guys. in the same ideological in a. a bit of a stretch. b

mr. inslee. the speaker pro tempore: the gentleman from washington is recognized for three minutes. mr. inslee: thank you. i want to congratulate those who have been working on this, the chair and the ranking members, to get this bill through. i want to make two points. this effort is one that reaches in to improve certain areas we may not think of when we think about spectrum. i note the little town of republic in washington in eastern washington where my grandmother grew up and it's a great town but right now you essentially have to shut down the entire city's access to the internet to send one x-ray from a physician in republic to a leader , an expert in seattle, to read the x-ray. you have to shut down the whole town because we don't have enough access in spectrum. making access to spectrum more available helps health care in many, many places across the country. second point i want to make, i met with my law enforcement community last week who are still thirsting for an inoperable standard so we can in fact have interoperability for emergency services radio communications. we still
