mr. inslee of washington. the chair: the clerk will designate the amendment. the clerk: amendment number 4 printed in part a of house report 112-34 offered by mr. miller of north carolina. the chair: pursuant to house resolution 170, the gentleman from north carolina, mr. miller, and a member opposed will each control five minutes. now the gentleman from north carolina is recognized. mr. miller: thank you, mr. chairman. i first of all want to assure the gentleman from texas that if he's worried about the debt burden that children being born today face, this program, unless one of those children takes a job on wall street within the next two years, like the talking baby in the etrade ads, they aren't going to have to pay for this program. this program is going to come to the financial sector. that was the promise made in the tarp legislation and unless they plan to break that promise and i'm beginning to get the feeling that they are, this is not going to be something born, a cost borne by innocent taxpayers but by the industry they thank creates the myths. now,

mr. inslee: mr. speaker, one thing we share on a bipartisan basis is we like to -- republicans and democrats -- breathe clean air. we don't want to see our kids be exposed to aggravated asthma problems. that's why it's very disappointing that the republicans are trying to threaten a government shutdown if they don't get to pass their dirty air act. now, their dirty air act is a bill they want to pass, and i'm not making this up, they want to pass a bill that would make it illegal for the environment protection agency to enforce the provisions of the clean air act that will reduce air pollution. this is amazing to me, you want to shut down government if you don't shut down government in enforcing pollution. i've always thought the american people thought that was a really bad idea. so i want to share with my colleagues proof of this. in polls done in 19 congressional districts recently, including the speaker's own district in ohio, 68% of americans said that we should move forward with the e.p.a. in t

mr. inslee: mr. speaker, middle class americans around the country are very concerned about what's going on in wisconsin. for two reasons. the first reason is that they fundamentally understand that while we all have to tighten our belt, and they have seen workers do that in wisconsin to give up various rights under bargaining agreement, they understand fundamentally that we can't solve this problem by attacking the middle class. second, that they understand that the shenanigans that went on last night in wisconsin is an assault on some democratic principle that is we have long enjoyed. we have long enjoyed the right to petition our government for redress of grievances. it's right there in the grand old document that we took an oath to. and fumly this is a reduction -- fundamentally this is a reduction in the ability of americans to work together to speak with one voice to and with their government. this will not abide. we have to respect the middle class. we have to respect democracy. and move forwa
