mr. isakson: i ask the quorum call be vitiated. the presiding officer: without objection. mr. isakson: i ask to address the senate as if in morning business. the presiding officer: without objection. mr. isakson: let me ask unanimous consent to introduce a seven-page eulogy that appeared in the marietta daily journal on sunday of this week and have it incorporated as a part of the record. the presiding officer: without objection. mr. isakson: the reason i want to submit the eulogy is it is a poignant yule just of many of the accomplishments of one of my very best close friends, otis brumby jr. i could read all those accomplishments if i wanted to, but there are times we are called to offer eulogies on the floor of the senate because we have to, the times we do it because it's appropriate, the times we do it for great past leaders of our state, but on rare occasions such as today we do it for someone we have tremendous respect, love and compassion. so to otis brumby jr.'s life, as daughters, his son-in-law heath and his son oaties brumby iii my love and compassion goes out to th

mr. isakson: thank you, mr. speaker -- mr. president.i want to, before he leaves, i'd like to ack nooj toda acknowledy may be one of the more important days on foreign policy that takes place in the united states senate. because whichever way the paul resolution goes and this resolution goes is going to determine the direction america goes in terms of foreign policy. are we engaged? are we firm? are we the greatest power on the face of this earth? or do we recede, as we did prior to world war ii, and put our nation in yep i did again? i don't vote for receding. i think it's time to be strong. if there was ever a position to be strong on, it's nuclear proliferation and the possibility of iran possessing nuclear fissionable material to make a wet. so i want to commend senator graham for his leadership on armed forces, his leadership on this issue and his leadership on the floor of the united states senate. he is a beacon of hope in a body that needs it right now. and i want to also commend him for getting 82 cosponsors. i agree with him. w

mr. isakson: mr. president, for three consecutive fiscal years, the leadership of the united states senate majority party has constantly decided not to bring a budget to the floor of the united states senate. and do you know what the result has been? we spent $10.6 trillion, increased our debt over $4 trillion while the american people have cut their debt, cut their spending and got their house in order during our worst recession since the great depression. it's time the leadership of the senate took a lesson from the american people. let's get back to the business of america. let's get a budget to the floor. let's balance our budget. a senator: mr. president? the presiding officer: the senator from nebraska. mr. johanns: mr. president, think about it, $5 trillion of new debt under this president. so when he submits a budget plan, what happens to it? on the floor of this senate, the president's budget plan did not get a single vote. no republican, no democrat, no independent supported the president. w
