mr. speaker. thank you, congresswoman jackson lee. you know, mr. speaker, voting is a fundamental right of every american. yet, here we are decades after the civil rights movement watching as states across this great nation pass laws that threaten the ability of citizens to participate in our government. this trend is troubling and one we must closely monitor. my state, the great hoosier state of indiana, was among the first to impose a strict law requiring voters to present government issued identification despite having no evidence of actual voter fraud. as other states follow suit, rerisk broadening the threat to rights of the poor, the elderly, the young and minority voters. i do not believe right to vote should-g on one's ability to -- should hinge on one's ability to have voter identification. we should not have laws that block the rights of vulnerable groups or discriminate. to do so would be to forfeit the fundamental quality of this right and the purpose behind it. thank you and i yield back my time. the speaker pro tempore: the gentlewoma

mr. dicks: will the gentlelady yield? ms. jackson lee: i yield. mr. dicks: i appreciate the sincerity and the gentlelady's commitment to these programs. i have been a supporter of these programs over the years. triple negative breast cancer is a very, very aggressive and difficult type of cancer, and as the department goes throughth work, peer review research, we will bring this up next year in our hearings and ask them what they're doing about this. ms. jackson lee: i appreciate it. let me just say breast cancer counts for one in four cancers among women. in 2011 more than 26 million african-american will be diagnosised with breast cancer. another 6,000 will die. them pacts all women of all backgrounds. i want to make sure that every subset has a seat at the table, chairman young, so no matter what background, no matter what ethnic background, will not in essence suffer the opportunity for full research. my amendment was $500,000. it is in tribute to the honor and the leadership and the life of yolanda williams. i would like to ask my colleagues here

mr. bg, dr. jackson, the next threat of muslim radicalization of u.s.prisons we hear from kevin smith, leading professor burke you see and michael downing and we have another panel remarkable people with good in sight. and i just want to pull from what we learned in those hearings members that are testifying you can jump in. but the community and don't read and engagement is important in breaking the cycle and we have to bring some of the cultural norms and parker teaching american integration and develop an attachment to the community. we need to make sure that we focus on the youth targeted for the radicalization and all are targeted for radicalization. in fact i go back to the testimony of the testimony that our outreach efforts after a grueling two years have, as the hearts and minds of the somalis american community to come out to stopping the radicalization efforts of the few extremists and radicals in our community. and the testimony said that all of these agencies recognize that you cannot arrest or in force your way of the radicalization issue.
