mr. jackson, for five minutes. mr. jackson: madam speaker, i ask unanimous consent to address the house. a senator from alabama is now many months in to a blockade of all the generals and admirals in our military who are scheduled to advance in their leadership. this is no longer just a political statement from him. this is a national security issue for all of us. he has taken a personal crusade and made it an impediment to our entire military. we are at 250 nominations blocked so far. by the end of this year, it will be 650. these are our military's top leaders. the notion that all of these positions should remain vacant because one senator objects to the defense department's travel policy regarding service members who get an abortion is a perfect example of letting culture war politics impact our military. this year, we have been treated to countless speeches about whether politics has infected our military and whether that has impacted its readiness. and now, the single clearest example of culture war politics collid

mr. jackson. the speaker pro tempore: the gentleman is recognized. mr. jackson: thank you. mr. speaker, i strongly support s.j.res. 9 which disapproves of the disastrous rule submitted by the biden administration to list the lesser prairie-chicken under the endangered species act. this is another example of the biden administration's blatant disregard for rural america in order to push green new deal initiatives and appease the radical environmentalists. for nearly a decade, the lesser prairie-chicken population has been on the rebound due to voluntary conservation efforts of farmers and ranchers in the texas panhandle. this new rule disregards these efforts and empowers bureaucrats who have no local knowledge of farming or ranching to micromanage the grazing plans of responsible landowners in my district. this listing is a shortsighted effort that will have little benefit in increasing the lesser prairie-chicken population but will have a devastating effect on my district, our energy's -- our nation's energy production, and the agricultural industry as a whole. make no mistake

mr. jackson and our office brought the case to the us supreme court. that bound non unanimous jury verdicts to be unconstitutional. and i think all of our clients, if you'd ask any one of them or rashad green, who you're off is also brought home. if you ask them. when the u. s. supreme court tells you a lot, i'm constitutional and tells you that it's a jim crow law that was based on racism. they expect that they would get some sort of remedy. and what the district attorney williams was talking about here is that in retro activity in the united states, we don't always make sure that that happens. and we're hoping that at some point in time, either for the legislature or through our court system, these folks will get it remedied. yeah. so yeah, branded jackson is one of the about 1500 of, of people who are still in prison on the, it's not in mystery convictions. and, and in the, because because the united states supreme court did not mandate retro activity for the states. um uh he is not entitled to a new new trial. um now there are other ways to go abou

mr. jackson, for five minutes. mr. jackson: mr. speaker, i rise today to discuss the echoes of our past, resonating deeply in the present. echoing it in a way that should give us pause, concern, and impetus to change. recently, the supreme court rendered a decision that threatens the principles of equality and justice we so ardently strive to uphold. by overturning affirmative action, they ruled that the admission policies of harvard university, founded in 1636, and the university of north carolina, founded in 1789, violated the equal protection clause of the 14th amendment ratified in this chamber in 1868. an amendment born from the ashes of a divided nation after a civil war. born or naturalized in the united states is what the 14th amendment tried to ensure that there would be equal protection under the law even for those that have been formerly enslaved. in interpreting this amendment, in this case, the affirmative action that we speak, we are brought face to face with a specter of our past. plessy vs. ferguson in 1896, a case
