womack ior believe that mr. joyce is next in line, is that correct? >> that would be correct. >> mr. joyce. >> thank you chairman and administrator guzman. as you may know i joined several of our colleagues in sending a letter back in march noting the sba's exclusion of their shows when they shuttered the error vendors program. i host one of the strongest airshows on labor day weekend including the nationalal air sh. it's a big economic driver for the region creating jobs creating small businesses to contribute to the event and a tremendous amount of pride no matter where you live in east ohio. can you comment on the sba trend towards the termination of airshows eligible for this program designed for small businesses? >> yes. the full statute was reviewed and limited our flexibility in manyhe respects. we have designed a program that we so i appreciate the need for additional types of operators to get into the program and we interpreted the statute and step it up. >> the pandemic completely broke its back but there has been a lot of important discussi

mr. joyce: i thank the gentleman for yielding. mr. speaker, this partisan resolution is unnecessary for a number of reasons. at its core, this is a solution that's looking for a problem. the oil industry already is voluntarily reducing methane emissions. and the united states has led the world in reducing greenhouse gas emissions in the last two decades. innovation is the ultimate answer to cutting emissions. we cannot afford to stifle advancement. as a nation, we cannot regulate our way to a cleaner environment. most importantly, new methane regulations are duplicative of existing federal and state regulations under the clean air act for volatile organic compound known as v.o.c.'s. rescinding the methane limits will not actually change the amount of methane reduction -- methane emission re-dukss. -- reductions. we already regulate methane. the e.p.a. and the states already have strong standards in place for volatile organic compounds and methane. the existing standards and pollution control eq
