mr. heath: thank you, senator. >> governor john kasich has served as governor of ohio since 2011. mr. heath: what would you do with sanctuary cities? mr. kasich: i think they will be eliminated. as a republican and democrat agreement. the order needs to be secured. there needs to be an expanded guestworker program. do it in a legal way. if the 12 million, we need to find out who they are if they are law-abiding, god-. -fearing folks. it is a reasonable guestworker program. they have to be put in prison. we need to make sure we can protect against this country. once we put something into effect, anybody who comes in is be sent home. no one should be confused about it. mr. heath: you are a fan of nafta? has it been a net gain? mr. kasich: the america worker does not get protected, i have a friend who says foreign countries are dumping product destroying people's jobs. it takes two years to find out they are cheating. you cannot wait two years. somebody's family is being destroyed. it is conduct communities. i'm a free trader, but a fair trade if it makes sense, we will go forward with i

mr. kasich: i had an opportunity to bring resources back to ohio to help our mentally ill.t costs money to keep them in prison. i would rather give them their medication. medicaid is growing at one of the lowest rates in the country and finally we went from a billion dollars in the hole to to $2 billion in the black. mark: kasich got a lot of praise from pundits. how much did he help himself with what was one of the stronger performances? john: i will plug the piece i wrote about this on bloombergpolitics.com. i called him one of the winners. i then had second thoughts when i saw a piece when she thought john kasich was the winner. he barely made this debate. he got in front of 23 million people and gave -- for the kind of conservatism he wants to be he was the best version of that candidate. for a guy like john kasich, that is the best you can hope for. mark: if bush does not perform stronger, the weaker bush looks overall, the stronger kasich looks. i still think he has a chance to become number two in new hampshire by labor day. if he does, people will look at his record

mr. kasich: let me tell you a few things about that. we have performed our criminal justice system, and i was meeting with attorney generals and other states saying that the system of blocking people up when it is not even appropriate it doesn't make any sense. we have a 30% recidivism with a national recidivism being 40%. we are giving people a chance to work their way out of prison and work in jobs that exist, so when they get out they can get work. let me tell you another thing. i have been criticized by some in my party for having expanded medicaid. i want to talk to you about this. we have 80% of the people in our prisons and rolled in substance abuse. -- involved in substance abuse. 10,000 people in our prisons have mental illness. let me ask you a question. does anybody here think we ought to lock up someone who
