mr. katko: i would like to thank the gentleman from tennessee for offering this legislation. mr. speaker, america continues to witness the largest convergence of radical islamic threats in the history of our country. more than any threat before, isis demonstrated an ability to radicalize individuals throughout the world by utilizing the internet. however, these individuals are met with a cold, hard reality that isis does not offer luxury, happiness or peacefulness. on the contrary, these individuals are thrust onto the battlefield with and little or regard for their lives. some, when faced with the truth, tried to turn back. among those recognize isis for the barbaric destructive force it is, some actually dared to speak out against them. using their experience to disswayed others from risking their lives. one of those individuals was mentioned by my colleague, the chairman, mike mccaul, and that individual grew up across the river from here in alexandria, virginia. mr. speaker, i rise to suppo

mr. katko: that seems particularly outrageous to me. so it is not a maximum facility? we would have to do some things to it and i think may be the department of defense has figured that out. mr. katko: i was a federal prosecutor and i prosecuted the cartel of drug traffickers and i can tell you that there are individuals that i prosecuted in maximum facilities for much less egregious crimes than these individuals have perpetuated against the united states. it is just shocking to me that we have different standards in the federal system, medium max and super max and it is strange and itade that facility is perplexing at least to say the least. gov. haley: i agree. now have to ever considered or consulted about possibly taking legal action from stopping this from happening given that it is illegal under the law or that spendited states would any money to transfer individuals from guantanamo bay to the note states? gov. haley: governor brownback and i both sent letters because at the time it was k

mr. katko: while the financial crisis showed that targeted regulations were kneed to protect our financial system, it also showed the real threats to the system did not come from community banks and other small financial institutions. yet, because of high compliance costs and the fiendish complexity of the dodd-frank laws which all too often fail to recognize the lower risk by these institutions, they've been put at a disadvantage. this is part of the effort by the house to institute target red forms and ensure we're not holding back small, stable institutions that millions of institutions and small businesses trust. h.r. 3791 is a well-targeted bill to will make it easier for small bank holding companies to provide needed regulatory relief by raising the consolidated asset threshold for smallback holding companies. in doing so, this bill will benefit local economies and improve the health of the american economy as a whole. at the same time the bill contains important safeguards to ensure that
