mr. keating. the speaker pro tempore: two minutes for the gentleman from massachusetts. mr. keating: i heard the gentleman from texas say, and i appreciate his intensity, that he believes there's a flawed insurance policy that is government-sponsored and if that's the case it should be delayed. and he was willing to shut down government to do it. i want to talk about something that's a flawed government insurance plan that's scientifically proven to be wrong. no debate about it. and that should be delayed too. i have a family in my hometown in massachusetts that just bought a house. they bought it for $240,000. they had a $400 bill, the predecessors did, for flood insurance. they were shocked, i was shocked, that bill is now increased to $44,000 a year. $44,000 a year. if you take away the value of their home in about two or three years of payments for flood insurance at that rate, it's the whole value of their home. now, i want to also tell you that it's a government taking, in effect, to have this policy in effect. because if they go to sell that home, and someone has to ge
