mr. kelly: mr. wenstrup. mr. wenstrup: and you mentioned the affordable care act and you mentioned phone and a pen, and i would encourage all americans to use your phone and to use your pen to let the other parts of our government know where you stand and know you do want to see some action taken place. we are a nation of laws and we should live by a rule of law. and it's very difficult for the american people to understand when certain laws are passed and then signed by the president and then just changed as though it's a menu you can just select which laws you can -- you want to enforce. and that makes it very difficult for the american people to understand, and it makes our job more difficult too as we go ahead and pass laws. while we're talking about some of the things that we have done here in the house, both in the 112th and 113th congress, we passed the raines act. for those -- reins act. for those not familiar with the reins act, it brings more power back into congress and into those that represent you. i

mr. kelly. the speaker pro tempore: the gentleman from pennsylvania is recognized for two minutes. mr. kelly: i thank the gentlelady. mr. speaker, i rise in strong support of h.r. 2575. you know, sometimes you have to figure out first of all, where did you come from, to find out to where you got. i was trying to understand the 40-hour workweek, where could we have possibly started? for 70 something years it was 40 hours. i found out it was the product of the depression. fair labor standards act they said we need to have a measure. so it is 4 hours. part of the new deal, by the way. in 1944, 40 hours a week was full-time employment. then all of a sudden obamacare comes along and the new deal has been replaced by a bad deal. we told people, no, no, no. it's not 40. it's 30 hours. that's what full-time employment is. when you go back to 1937 and 1940, what were they trying to do? they were trying to get america back to work. it was after the great depression. so it was getting folks back to work.

mr. kelly's regret that i couldn't personally attend. he had another meeting, but he did you send his regard and wish he could be here because it is an important program to him and one he is supportive of. with that's correct good morning and thank you for having us in this discussion today. the [speaker not understood] provide context is important because we are running the water and power system of hetch hetchy which has been a system that has provided greenhouse gas-free, very low cost power for about 100 years to san francisco. so, today in the context of go solar s.f. and important part of power provision, i have three specific points that mr. kelly wanted to express. first, go solar is a good program and it's one of the mechanisms that the san francisco puc has utilized to achieve the city's energy efficiency as well as renewable energy program priorities. since 2008, the sfpuc has provided $19.4 million, 19.4 million of go solar incentives, and we have appropriated 24 million as shown in the previous slide and mentioned by supervi

and i want to thank ed miskin, from the eta, and mohamed urer, and mrs. kelly, and chief of police suhr and director of finance. and the san francisco police department that is in charge of managing a lot of graffiti cases, and the gab members, the san francisco arts commissioners and staff and artists and san francisco beautiful and its members. thank you all for helping to craft this proposal. i want to give a little background about the reason why we came together to really address this particular issue. according to our knowledge and legislative analyst, it costs the city close to $20 million annually to abate graffiti on our buses and property and all throughout the city. and the city could use this money to use for other things. as former director and supervisor now, i see the huge cost of graffiti incur. and i hear from property owners that paint over offensive graffiti and to return the next day. i have seen people wait for the muni buses. many trying to remove graffiti, and needs solutions. i didn't want to use those who view crime as a harsher punishm

mr. kelly's presentation about how old you see infrastructure is, ours is equally old. many of these -- most everything was built in the late 1800s to the 1900s. it was pretty much all done by the time world war ii was date done. sea level is obviously something we're participating in as a regional program and then it's always a challenge to stay fie nanl nancially stable. we've had the challenge doing that ever since so it's our goal always to make sure that we never need to rely on the general fund. i just want to pause very briefly and talk to you about the seawall. this was designed by a state engineer in the 1860s. it gain being built in the 1880s and has been there ever since. you can see on this, if you look, the white on the outer edge represents all the areas of the city that have been filled. the very top under the word seawall is of course the marina area and fort mesa and when you come around the bend you can spot aquatic park down to the creek. of note is the cove downtown was filled by the time the port was established and that's when this map was created,
