mr. smith: president carter. pres. carter: governor reagan's proposal, the reagan-kemp-roth proposal, is one of the most highly inflationary ideas that ever has been presented to the american public. he would actually have to cut government spending by at least $130 billion in order to balance the budget under this ridiculous proposal. i notice that his task force that is working for his future plans had some of their ideas revealed in the wall street journal this week. one of those ideas was to repeal the minimum wage, and several times this year, governor reagan has said that the major cause of unemployment is the minimum wage. this is a heartless kind of approach to the working families of our country, which is typical of many republican leaders of the past, but, i think, has been accentuated under governor reagan. in california -- i'm surprised governor reagan brought this up -- he had the three largest tax increases in the history of that state under his administration. he more than doubled state spending while he was governor -- 122% increase -- and had between a 20% and 30% increase in the number of employees in cal

mr. thornberry: this amendment deals with a local, unique issue involving privately owned cabins on privately owned land near lake kemp in texas. when reconstructing the dam in the late 1960's, the city of wichita falls entered into an agreement with the corps of engineers that the city would require all these privately owned cabin owners below a certain elevation to be removed by january 1, 2000, because there was concern it could potentially flood. 50 years later, there's never been a flood and never will be a flood because the lake has been full several times. the 2007 wrda bill extended -- prevented the corps from requiring the city to evict the land owners until at least 2020. and at the same time, the u.s. and the corps were released from any liability. this amendment would simply extend that time period for an additional five years. the amendment also preserves the full property rights for the landowners. you've got some of these cabin owners who have been there for years and the city does not have the desire or the funds to force them off the land. so the bottom line, mr. chairman, is this is a local situation

mr. romine, anddy earlier, we can go to homeland security now. we can get those tests by f.b.i. we have a committee, matter of fact secretary of state ron kemp has been very active in this whole process with several of us, it is one of the committee members that we have appointed from nist to serve on the homeland security committee. and to do best practices and the like. most states are cooperating with their local f.b.i. agents when needed. i don't mean again to be flippant, but do we really want to create a new t.s.a. for elections in this country or new postal service? i just don't think we need that. the constitution says very vividly it's up to the states for the time, place, and manner which we conduct elections. it is a constitutional issue. and i understand that from the rhetoric that's not the intent. but to go and put the national elections on par with the banking system and electrical grid in my position is way overreach, unnecessary. and we can accomplish the same goals, it's not that we don't want their support and assistance with when we need it, but we can accomplish that in a far less intrusive way if we just keep things on
