mr. khalil broke any laws while at columbia. today, crowds gathered to protest his arrest. we're joined again by abed ayoub. he is the national director for the american arab anti-discrimination committee so good to have you back on the program. we should say that a judge has ordered that mr. khalil cannot be deported until further court proceedings play out, and a hearing about his arrest is scheduled for later this week. when you first heard about this seizure by immigration officials, what was your reaction? >> thank you for having me on. the initial reaction was one of deep concern and disappointment. concern not just for mahmoud, but concern for this country, that we are going down a path where speech and expression is being criminalized. this should be alarming for all americans, not only those standing up for palestinian rights. this is an alarming happening right now in this country. william: the president today on truth social wrote that ice apprehended mr. khalil because he is, quote, a radical foreign pro-hamas student and is just one of many at columbia and othe

mr. khalil.ing is based on a very ambiguous provision of the immigration and naturalization act, and i'm just going to read it to you. it states that an alien, meaning anybody who's not a citizen whose presence or activities in the united states, the secretary of state, and that's why marco rubio is involved here, has reasonable grounds to believe would have potentially serious adverse foreign policy consequences for the united states is deportable. that's not a provision that's very often used in this country. and so what exactly that means, and what a judge would construe it to mean is seriously up for debate. and that's why. >> tomorrow. >> jesse furman, a southern district of new york judge, having already ordered that mr. khalil cannot be removed from the country, will have a hearing to put the government on the defense and ask them why it is under this provision that they have sought to deport someone who is a green card holder. >> so interesting, and a good explanation for why marco rubio

mr. khalil's presence or activities in the united states would have.s adverse foreign policy consequences for the united states. based on that, merely having free speech activities that indicate support, for example, for hamas or the palestinian people wouldn't seem to meet that standard. mr. rubio has to make that determination. however, there are indications in prior immigration cases that if the secretary of state issues a letter laying out how he came to that determination, that for the most part it's presumptively entitled to deference from courts, be that immigration judges or even higher courts. so we'll have to see, particularly now that the judge has ordered that these filings become public, how the secretary of state has made that determination, where he's made it and how detailed it is. >> and, paul, i mean, the president has said that khalil's arrest is maybe the first of many to come. how might what is going on in new york city have an impact on the future and other arrests? >> so. >> jose, there are 13 million people with green cards in t
