mr. king's comments we are picking up apples and oranges. i would like to know where these projects are and i'm just making this up in an area where we have large major changes in the downtown area like the district plan. we have projects which were an approved in the absence understanding what that means altogether. i think we need to look at these projects again, bring them back and decide whether or not their physical appearance architecture and do and don't do the district what we want. the district boundaries are only lines in the sand. they don't mean anything because in the end everything has to work together. i would try to distinguish by location, size of project and understanding as to whether or not they are 8 years, 5 years or 3 years over due. the one thing i'm very concerned about and that's i would personally like to verify, if a title has been sold, in 9 percent of the case, they would have to come back to this review. the projects that are approved mostly are today being sold on the appearance of architecture and on the elus

i thank the gentleman from iowa, mr. king. mr. speaker, i'd like to call attention to legislation addressing security concerns that were drawn out in the aftermath of the september, 2012, attack on our consulate in benghazi, libya. as you know, terrorist attacks carried out that year took the lives needlessly of four brave americans. in december, the accountable review board released its findings and recommendations. this board found that prior to the benghazi attacks, some senior state department officials demonstrated as they coined it, a serious lack of management and leadership ability. that contributed to the inadequate security posture at the consulate. while this board can recommend disciplinary action against state department employees who are found to be -- to breach a duty, they also concluded that poor performance in the course of one's employment does not amount to such a breach of duty, which i find fascinating and completely unacceptable. as completely unacceptable as that, it requires legislation to change that, and

mr. obama's push for israeli/palestinian peace talks. cnn's john kingief national correspondent, is in jerusalem. good morning, john. >> reporter: good morning, carol. look, the question now is how further does the rocket attack complicate the peace process, the lack of a peace process, really c really, the effort to get a peace process going. hamas controls gaza. it may have been a fringe militant group, but hamas controls gaza and any militant group that would do this would assume had hamas' blessing. so was it a message to the israeli government? a message to president obama? or could it have been a message to mahmoud abbas, who, yes, is the president of the palestinian authority and the leader of the fatah political movement, but he has great differences and a great internal rivalry within the palestinian territories with hamas. that is one of the big questions and one of the big obstacles to getting a peace process going again. president obama did not spend too much time on this in his first term, but he is determined to focus on it in the second t
