mr. lambert. mr. lambert: thank you all for being here today. general sims i would like to ask you the first question. vladimir putin announces suspension in the new start treaty. this followed an earlier declaration that russia was violating that treaty. should russia further violate the caps? >> i'll fine-tune that question. if i was an american, i would not be worried about the nuclear situation. >> dr. call if you could follow-up what are some of the things the administration is doing in response to russia's response to new start? dr kahl: they were already out of compliance with the inspection regime. it is also interesting that putin decided to suspend as opposed to leave the treaty. we believe that strategic stability batter but frankly, russia is in no position for an unconstrained nuclear arms race. they don't have the money, especially given russia remains a dangerous power with nuclear weapons and we have to be vigilant against that danger. >> i think it was a mistake to have spoken to the russians first. i will complement the preside
