mr. langevin, point well taken, i wanted to just make sure everyone is aware that we will probably do a second round of questioning after we hear the questions posed by the gentleman from georgia, mr. clyde. for five minutes at this time. >> thank you, chairwoman clarke, for holding this very important hearing with a ranking member garbarino. as previously stated by my colleagues, cyber attacks are one of the biggest national security challenges the nation faces and i'm dedicated to working with all of you in finding solutions that mitigate these threats. i think one of the biggest challenges in addressing and understanding cyberattacks is encouraging entities to come out of the shadows and report these incidents so cisa. there seems to be a fear that these stake holders, that they could be unfairly blamed for these attacks and as a society, i think we do not blame the store clerk when a business is robbed by a gunman, we blame the perpetrator, and we work to bring them to justice so i think our society must take the same approach when organizations report cyberinstances and stop blaming victi
