mr. levin: madam president, the provision in the continuing resolution before us authorizes the president to train and equip friendly forces whose interests and objectives are aligned with ours so that they can fight on their own behalf, much as we've done elsewhere in the world, for example a number of african countries which we have helped support their own freedom and independence, their own effort to go after the terrorists that terrorize them. we've done that pursuant to provisions we've included in previous defense authorization bills. this year as our presiding officer knows, is a very, very important member of our committee, that when the armed services committee marked up the national defense authorization act for fiscal year 2015, we approved a similar syria train and equip provision by a bipartisan vote of 23-3. now, while isis is currently focused on building an islamic caliphate in the middle east, its poisonous ideology is hostile not only to the region but to the world, and there

i commend my colleagues, the gentleman from michigan, mr. levin, and the gentleman from maryland, mr. van hollen, for their leadership in introducing legislation responding to the rapidly increasing frequency of inversions by limiting tax breaks to corporations carrying them out, by tightening section 7874 of the i.r.s. code. this congress has the opportunity to make clear that it will not tolerate tax code manipulaters, taking advantage of tax breaks and sticking the middle class with the bill. finally, my amendment allows the house to move the economy forward by bringing up for consideration components of the democratic jump-start agenda. pay equity and increased minimum wage, student loan refinancing, paid family sick leave and early childhood education. these policies have the overwhelming support of the american people and are needed if we are to take seriously the goal of strengthening the middle class and making it possible for families to get their slice of the american dream. unsurprisingly the house has taken no action on addressing any

mr. levin: i urge we defeat the previous question for two reasons, and i want to speak to one of them. right now corporations can move their tax address overseas and avoid or lower their u.s. taxes. middle class and other typical families cannot do that at all. they can't simply change their address and lower or eliminate their taxes. since the beginning of this year, more than a dozen large corporations have announced their plans for inversions. and yet they will continue to benefit from being headquartered in our country. taking advantage of everything this country has to offer, whether it's our wealth of educated workers, government funding of basic research, tax credits like r&d, or other robust financial markets. and they will pay less in u.s. taxes. so much that the american tax base is expected to lose $20 billion over the next 10 years if we do nothing to address the issue. and who will make up this difference? basically middle class taxpayers. and the republican answer? to do nothing.
