mr. secretary, thank you so much. >> thank you, bob. >> schieffer: joining us from clemson, south carolina, senator lindsey graham who said he is willing to increase revenues if the administration is willing to tackle entitlement reform. so, senator, first question, what is your reaction to what you just heard? >> i think we're going over the cliff. it's pretty clear to me they made a political calculation. this offer doesn't remotely deal with entitlement reform in a way to save medicare and medicaid and social security from imminent bankruptcy. it raised $1.6 trillion on job creators that will destroy the economy, and there were no spending controls. and i'm serious about revenue. you can limit deductions to $40,000, $50,000 a person, which takes care of the middle class. upper income americans will lose their deduction and raise about $800 billion in revenue. but i'll only do that if we do entitlement reform and the president's plan, when it comes to entitlement reform is quite frankly, a joke. i don't think they're serious about finding a deal. john boehner is serious about revenue. he'll get a lot of push-back but a lot of republi

mr. president. >> joining me is congressman chris van holland, a ranking member in the house committee. >> good to be with you. >> we're hearing there from lindseys thoughts on fox news and this morning former governor haley barbour was on "morning joe" today and said he would support the higher taxes for the wealthy if -- >> as a republican, i would take raising the rates on the two top brackets if, in return, we had tax reform laid out over a period of months, if we had entitlement reform. i think if you have the whole package, i would hold my nose despite the facts that raising those two tax is bad economics. >> so he would hold his nose but go for it. how much are democrats in congress prepared to give in on entitlements to make these tax increases happen? >> well, first, thomas, senator graham just has his math wrong. if you look at bipartisan proposals to reduce the deficit over the next ten years like simpson bowls, they had a lot more revenue embedded in them than the amount of revenue the president is talking about and the revenue is a substantial part of trying to get a balanced approach. so to suggest that the revenue is a trivial com

mr. president, i know that my distinguished colleague, senator lindsey graham, has already spoken on the amendment of the junior senator from kentucky which would offset a portion of the cost of the supplemental by rescinding unobligated funds for the fiscal year 2013 continuing resolution for the department of state and foreign aid programs and operations of the u.s. agency for international development. and i agree with him in opposing it. the fiscal year 2013 c.r. provides $13.4 billion for these international programs. we're only 90 days into the fiscal year and $10.4 billion is not yet obligated. no matter how good a number like this might sound, let's talk about reality. these days we seem to have two types of arguments, those that go to symbols, but then those that go to substance. let me speak about the substance of what this would do to all our foreign operations. it would effectively bring to a halt u.s. foreign aid programs around the world. it would shut down the u.s. agency for international development. the distinguished presiding officer and his family have experience with
