tonight's lecture is recorded on both video and audio podcast but it had a question for mr. liu, please raise your hand and wait for one of us to get to you and please show your name before asking a question. first question on the left. >> so as an outsider looking in, i wonder, do you think as a substitution of symbolism instead of citizenship? so, people take comfort and singing the national anthem at a sporting event rather than actually embodying what is citizenship sank well, i think the national anthem, i'd like my flat, i do this i do this, that, and the other, rather than taking the action that is regarded as citizenship? >> both a great question and embedded in a great point. what i was saying earlier, this thought experiment, what if there wasn't birthright citizenship, ever have to earn it, wrote a little piece in the atlantic proposing this little idea of saying, what if you had to do a certain amount of service. what if you had to show a certain amount of knowledge? heck, nothing more than even passing the same written exam that naturalizing citizens have to pass. i

mr. danielle? commissioner liu: this issue with the weapons and turning over the firearms are not being truthful about turning over the firearms -- what the hell does that go to? what is it we have to resolve about that? which count is that relevant to, in terms of your amended charge? >> it is a duty of the office -- i am sorry. it is a duty of a chief law- enforcement officer to cooperate and be truthful in an investigation. that is part of the analysis, whether the conduct fell below standard of decency that was expected. that would be to the fifth and sixth charges, which are standard of decency charges. one is to being a member of the board of supervisors. the other is to being a sheriff. one should not lied to police officers about the location and number of one's weapons. it is certainly more severe for a sheriff. chairperson hur: just to be clear, there is no factual allegation. >> there is. it is in effect on narrative. i can provide those to you. it is paragraph 26. the act of dishonesty is not mentioned there. the issue of him retaining the guns in control of his own department is framed in

liu? >> thank you, good afternoon. mr. keith read into the record a statement he made in a criminal court, in the criminal proceeding where you apologized to ms. mattison and her family. what exactly were you apologizing for -- to ms. mattison and her family. what exactly were you apologizing for? >> there was nothing specific laid out in the apology, does the tone and tenor of everything that occurred. >> tone and tenor of what? >> the whole experience. >> what experience were you apologizing for? >> it was a general apology. >> were you apologizing for any actions you had taken? >> i had not taken any actions against ms. madison. >>. apologizing for actions by your representatives? >> no. >> i guess i am is unclear why you made a public apology to her and her family. >> well, it was suggested that i do, and i agree with it. >> de know the basis was for the suggestion that you apologize? >> no, that was provided by the district attorney, and i agreed to it. >> i see. ok. the only other question i have is, how did you come

commissioner liu: are you having a fund of disagreement with mr. keith about what the duties are? -- a fundamental disagreement with mr. keith about what the duties are? >> i suppose so. 6.102 -- i have to go back and check. i will give these to you in just a moment. only those, nothing more. commissioner liu: can you respond to that, please? >> certainly, the scope of the duties are disputed. there also contained under state law because the sheriff is also a state officer. with the recent realignment that has passed at the state level, there is a lot more discretion locally with regard to offenders' sent back to this jurisdiction. there's a lot of policy decisions, budget decisions. it is our position that if the ability to perform those duties is affected, in addition to his core duties, all of those duties are important that he be able to perform well. the share of is an elected official is expected -- sheriff is an elected official. we differ very much on that point. >> i apologize. i do not understand whether he can perform his job going forward is relevant to whether he enga

mr. sheriff. >> there was a new matter raised i would like to follow-up on. it was raised by commissioner liu. i would like to do a brief follow-up on that issue. >> i will hear arguments. >> we would object to that. commissioners, the mayor has already went over twice the time estimate he gave us last night. i do not think there is anything left at this point we would object to, any further time being spent on the. >> i open this up to my fellow commissioners, a process issue that may come up again. i am inclined in light of the opportunity council had to examine not to allow further examination by counsel after the questions of the commissioners, but i am open to suggestions. >> what is the new matter you say we have not already covered? >> the sheriff mentioned what he considered to be the factual basis for his false imprisonment plea. i wanted to ask him a follow-up question about that. that is not an issue we have gone into with either counsel. it was raised in response to a question by commissioner liu. >> commissioner studley. >> i guess i do have a feeling that when -- if commissioner
