mr. lungren: thank you, mr. speaker. we have heafered statements on this floor that are absolutely not true. they're the same statements that were made the last time we had this on the floor, the same statements that were made when we re-authorized this a few years ago. and one of the most amazing things is a continuation of this argument that we vice president done proper oversight. i don't know where you have been, but many of us on this side of the aisle have been at briefings and hearings on these very issues, seeking out the truth on these things. the canard that somehow we are tearing the constitution up just does not stand any kind of inquiry whatsoever. the suggestion that somehow we are invading the civil liberties of citizens is negated by the language in the three sections of the bill that we have before us. and the argument that somehow since we got rid of osama bin laden we don't need this is the most absurd of all. one of the lessons of our successful mission being executed against osama bin laden is that y

mr. lungren, from california, two minutes. the chair: the gentleman from california voiced for two minutes. mr. lungren: thank you very much, madam chair. i rise in support of the bill with under consideration. i heard one of my friends on the other side of the aisle suggest that the only thing people in california or other places that live near beaches, the only oil they're concerned about is sun tan oil. i have to take exception to that. even though i represent an inland district now, i was born a block from the beach, i was a resident of a beachside community for 4 years. i grew up with kids whose parents worked in refineries, worked on oil rigs, were wildcatters, worked in offshore drilling in theport of long beach, worked offshore of huntington beach, i just have to say, i find it insulting to suggest that those people are not concerned about the good of the united states. we're talking about the loss of middle class jobs in america, there's nothing more middle class than those men and women who have worked for years in t

mr. lungren: mr. speaker, as we have appropriately celebrated the successful mission to take out osama bin laden, there has been one discordant note sounded in the halls of congress, and that is with the testimony of the attorney general of the united states, there still is a reluctance on the part of this administration to recognize the major contribution made to this country by those who were involved in enhanced interrogation techniques which resulted in part of the information, the intelligence information that allowed us to find osama bin laden. the reason i bring this this up is this administration said in the past certain types of enhanced interrogation techniques equaled torture. i do not believe that to be true. and for that to remain on the record subjects those men and women who have done a tremendous job for this country which has resulted in one of the successful missions in addition to other mission that is have taken place in our war against terror. subjects them to the cloud of prosecu

mr. lungren: thank you very much, mr. speaker. today the united states supreme court delivered a body blow to the safety of the people of my home state of california. today in an unprecedented action of judicial intell rans, the united states supreme court basically ordered that between 38,000 and 46,000 prisoners currently in the california prison system be released. many times supreme court decisions are of mere academic interest. this one specifically deals with the safety of the people of my home state. as one who led a team of attorneys generals of the states of the nation in the 1990's to have prison litigation reform which was incorporated into a law that was passed by the congress and signed by the president this flies in the face of every piece of that bill. you rarely say this, but i fear that there will be murders, there will be rapes, there will be assaults, there will be unnamed and unnumbered crimes in my home state as a direct result of today's decision by the u.s. supreme court. since when did they take over all of

mr. lungren: will the gentleman yield? -- lundlund the gentleman yield? -- mr. duncan: will the gentleman yield? they said, we're going to do it in secret. we're going to do it in secret. they attacked the right to secret ballot, that doesn't exactly look like a good track record. have you heard about that? mr. gowdy: not only had i heard about that, i read a quote attributed to the nlrb just this week. where they're advising boeing and its council not to litigate this in the media. imagine, imagine the arrogance of telling a company not to litigate something in the media. these are not two private parties, this is a government agency taking legal action against a private company and then they advise, don't discuss this in the media and the second thing and i'd love to ask congressman mulvaney his thoughts on this, there was a quote attributed to a senator advising the nlrb, do not share your legal strategy publicly. do not tell the other side what your legal strategy is. this is not a criminal case. this is not a civil case between two private companies. this i

mr. lungren: i noted with interest the president announced this week he would give a major address on immigration. as one who was involved in this debate for decades, i was interesting -- interested to find out what direction he would take. talking about motes and alligators and talking about intransigence on the other side of the aisle is not the way to attract bipartisan support to deal with one of the most difficult and important questions of our nation. i wouldn't say i'm outraged, i would say i'm disappointed at the tone those remarks of the president yesterday. if we're going to work together on issues as important as that, it would seem to me to be important for us to in some way at least accept the fact that there may be legitimate reason for differences and try to bridge those differences rather than expand them. the speaker pro tempore: are there any further requests for one-minutes? hearing none, the chair lays before the house the following personal requests. the clerk: leave of absence requested for ms. jackson lee of texas for tuesday, maye 10. the speaker pro tempore: without objec

mr. lungren, talk about the situation wh the intelligence that we had, it's clear to me, and it's been clear to me for a long time, that one of the essential links in the intelligence that led us to osama bin laden and the compound in pakistan was information that was given up in part by can league shake muhammad -- can leak sikh muhammad and the encounters he had probably before he went to get know. that information then was worked the presiding officer: without objection. and the senator from virginia is recognized. mr. warner: mr. president, i rise today to once again touch on a subject that is important to me and i know very important to the presiding officer. the commonwealth of virginia and the great state of maryland are blessed to have a large number of federal employees. and as the presiding officer knows, this week we celebrate public service recognition week to honor public servants at all levels of government for their admirable patriotism and contributions to our country. i want to begin by again commending our military intelligence professionals for the coordinated and painstak
