mr. markey and said that there have been a number of wind energy bills considered. i think we would gladly count those votes in the column of gutting the national environmental protection act. mr. holt: but wind, no. the wind industry did not support any of those bills that he was talking about or amendments. they are not wind legislation, they are environmental spoilage legislation. mr. chairman, this republican bill would allow drilling off the coast of every state in the east coast, from maine to south carolina. and off of california and off of alaska. which is, i might add, one of our nation's most important salmon fisheries. by reviving long-dead fisheries, long-dead lease sales in these fishery areas, they would be reviving sales that the bush administration issued just four days before they left office. now, it's interesting that tomorrow we will consider republican legislation on this floor that is intended to prohibit midnight regulations. yet today we have a midnight drilling lease sale. they are, in effect, trying to reinstate the bush administration's mid

mr. markey and i lived in your district mr. tipton. i worked at the rocky mountain institute, and so i know what the place looks like 20 years ago and now and when you get your early snow melts, many of the western regions including colorado where i lived doesn't get a lot of precipitation. it requires the streamflow from the reservoir of snow and ice that is the reservoir and so the second impact of global warming causes wild fire is you lose the snow mass as the immelt earlier. a third come is the global warming change is the climate that's why it's called climate change. it shifts the subtropical dry bulk and unfortunately, when you expand the subtropical dry belt, that hits the southwest. we are going to see less precipitation and that is the double whammy the states like colorado are going to be hit by. more soil moisture evaporation and the bark beetle. the bark beetle -- >> the gentleman yields the time is expired. >> okay. i can hear you. >> thank you mr. chairman. to get the focus back on the topic of the hearing, simple quest

mr. markey, for five minutes. >> thank you, mr. chairman. like to welcome you, chairman macfarlane, and congratulate you on your recent confirmation. after the fukushima meltdowns, a task force was create today recommend safety upgrades for american nuclear reactors. that task force was made up of nrc officials who together had more than 15 years of nuke -- 135 years of nuclear regulatory expertise. it included 12 recommendations which ranged from requirements to upgrade seismic and flood protections against the long power outages that were the ultimate cause of the japanese meltdown. they also concluded that each and every one of the recommendations were necessary for the adequate protection of nuclear power plants and that they should be mandatory for each nuclear reactor. mandatory. the chairman immediately announced his support for all of the nrc staff's recommendations. regrettably, some of his fellow nrc commissioners did not do likewise and initially insisted that other nrc staff review the task force report before the commission vote

mr. markey: i thank the gentleman. the chair: for four minutes. mr. markey: we started, mr. dicks and i, 36 years ago. at the height of the cold war. with each country building more and more nuclear weapons, more and more defense systems, in an ever-escalating war of nerves that kept both countries and the whole world on edge. but in this republican fantasy land, gold-plated nuclear weapons systems budget, there are going to be program that was long outlived their usefulness that are lavished with canyons filled with cash. in this fantasyland, the cold war never ended. the soviet me nass lives on, making it necessary to maintain vast stockpiles of nuclear weapons and build new bombers to penetrate the iron curtain this fantasyland -- in this fantasyland, there are mountains of money for intercontinental ballistic missiles, providing shade and comfort to the legions of defense contractors, making nuclear weapons we no longer need and can no longer afford. in this fantasy land, the republicans want to retroactively refight the cold war that we won. this makes no sense. mr. spe

mr. markey for his forceful -- on this issue. i rise in support of legislation that would support the president's proposed offshore drilling lease sale plan for 2012 to 2017. this plan, which has been developed over the past few years with extensive public input is a responsible way to increase domestic production of oil and gas while still protecting our delicate and vital ocean environment. contrary to republican claims that the plan would restrict domestic production and hurt jobs, the president's proposed plan would actually open 75% of offshore oil and gas resources to development. where there are resources, the land is being opened. 75%. in fact, domestic production of oil is at an 18-year high and gas is at an all-time high under president obama. at the same time that the president's plan includes new leasing, it also protects many of our most important ocean environments from drilling such as georgia's bank and other vital fishing areas off the coast of my state, massachusetts. georgia's bank is a valuable accomplish reso

mr. speaker. i rise today in support of my legislation, h.r. 2467, the bridgeport indian colony land trust help and economic development act of 2011. i want to thank chairman hastings and ranking member markeyell as subcommittee chairman young and ranking member lujan for giving my legislation a fair hearing and moving the bill through the committee. mr. speaker, the bridgeport indian colony is a federally recognized indian tribe with a reservation located near the bridgeport -- near the town of bridgeport in california. the tribe's reservation is approximately 40 acres and was established by federal law in 1974. however, the size of the current reservation is insufficient for the tribe's housing and community development needs. in order to create space for economic development and housing, my legislation proposes to transfer from the b.l.m. to the b.i.a. to hold in trust for the tribe one parcel of land contingent to the tribe's existing area. on this parcel the tribe plans to construct an r.v. park, gas station, convenience store and residential housing for tribal members as well as a recreational center to serve the greater community. mr. speaker, many tribal members have expressed inter
