mr. markey: i thank you. and yet this afternoon and i think for the continuation of the next week, the republicans and the american petroleum industry are going to try to lift the ban on the exportation of american oil that could lead to more drilling for millions of barrels of oil on our soil, while at the same time not giving a simultaneous equal extension of wind and solar tax breaks so that we can continue this revolution that we are bragging about in paris right now to the rest of the world. and these two things do not go together. you cannot simultaneously drill for more oil that is not drilled for today and then have an ending of the wind and solar tax breaks as they're kicking in. you cannot teac preach temperane from a barstool. you cannot preach temperance as you're putting up new oil rigs while simultaneously saying the wind and solar tax breaks are going to end. we have to have both, if there is going to be a deal. right now that's in question in this chamber in this body. it is important for the

mr. markey: mr. president, today is a great day to be an oil company in america. not since august 27, 1859, when edwin drake drilled that first oil well in titusville, pennsylvania, has there been a day as good for the oil industry in our country as today. and why is today a great day for big oil? well, i'll tell you. last night, at 2:00 a.m., the republican leadership released its government spending bill and tucked into that bill on page page 1,865 is a provision that would massively reshape our nation's energy policy. tucked into that bill is language that would roll back long-standing u.s. law and allow the oil industry to sell american crude oil overseas for the first time in more than 40 years. if this becomes law, it means potentially $175 billion in new revenue for the oil industry over the next decade. up to $500 billion in new revenues for the oil industry over the next 20 years. and that is why this provision is in there. it is corporate welfare for the most profitable industry in the history of the world, the oil industry. and what does this mean for t

mr. markey: thank you, madam president, very much. madam president, i am very proud to be a cosponsor of the save benefits act, and i think that we owe an enormous debt of gratitude to senator warren, my colleague from massachusetts, for the legislation which she has introduced because she is going to make sure that the social security benefits for seniors, for veterans, for those who are disabled will be protected, and i applaud her for her enormously innovative way that she has framed this debate for our nation. the social security administration recently determined that seniors will not receive an increase in their benefits for the next year, and that means that approximately 70 million americans, seniors, veterans, the disabled will not receive any increase in their benefit, including the 1.4 million people in massachusetts who are dependent upon these benefits. and that is just completely unacceptable. what senator warren has done is to say that for these seniors, for many of them, social security is their sole basis for having a

mr. chairman. thank you, senator markey. cornyn her,ator this is an issue we need to look at. great deal of congressional interest in that visa waiver program and refugees since the paris attacks and the attacks on our country. including this in the omnibus was not the right venue. we should have had the opportunity to debate this issue and look at the consequences far beyond the immediate impact on individuals who wish to come to the united states. for thanked senator murphy raising that issue, and i hope we have an opportunity early next year in the committee to look at this on the point of senate foreign relations committee. iran agreement oversight is in our committee, and the connection senator murphy made with that issue was very much in our committee's jurisdiction. i understand the direct aim of the legislation may not be up hours, but our committee could have weighed in, and we did not have the opportunity. senator murphree, i agree with you completely that a lot of the activities in iran are not new, that we should not expect that will change. as i said in my opening
