mr. martin. >> thank you, president chiu. tin, of the office of economic and workforce development. as was announced as today, our partners at the event authority have informed us that are no longer interested in pursuing the use of piers 30 and 32 for the team-based activities. this--- this includes unwillingness to move forward on the long term peace that involves those particular piers. that changes the framework of bringing the events forward. i want to emphasize there is still a commitment on all sides to bring the america's cup event to san francisco in 2012 and 2013. as noted, we would like to come back to this body on march 20 with a revised set of agreements. what we are doing now is looking at what was in effect a subset of what was before you already, the same framework established in the house to the new agreement, where if improvements are made by the event authority they would be reimbursed through either payments or assets. we are looking at what their space needs are in relation to moving the team bases to pier

mr. martin when we're playing the -- playing that. how those costs are broken out, i would not able to give information. >> thank you. i know we have to work on the assumption of revenues. i have been looking at budgets now for -- before when i was a legislative aide and supervisor for three years, form -- for years almost. the projections are never right. we just have a six-month report. we have a surplus. over what we have projected. we have been under or over. i am not clear -- i could stand by it from what i am singer. the trend we have now is things are looking up in the economy. we have increased sales tax and a hotel tax and parking. we had a six month report that reports that. we could see that -- we could capture what that trend is but it is not related to the america's cup. these are things that we do not have a certainty about. i am not clear how much want to give credence to the more not. that is something that i will move off to the side, looking forward. supervisor campos: thank you. part of the report also laid out some

mr. martin said.ith respect to the cruise terminal project, port of san francisco with the city's assistance, the of an authority, are making it is significant investment in pier 14, 17, 29. the last time there was an investment was 1960. with respect to with they are talking about, piers 30, 32, the event authority will be making that investment, as well as 26 and 28. that leaves out probably another 25 piers. we are working on that. we have the exploratory and project. we have forced city which has helped us with pier 70. we continue to move forward to take care of our wonderful waterfront. as you know, the port issued public debt last year, the first time in a quarter-century that we have been able to do that. it is coming forward in piecemeal, but it is coming, at last. 43 is under construction. they have gone from being a word about it to being annoyed about it. -- worried about it to being annoyed about it. the public generously supported the projects, as well as the vernon street wharf. that is

mr. martin about this.i think what would be ideal is a quarterly schedule that would speak not just to the cash but to the incumbrance needs because we have that. it speaks by quarter and through the events. as you know, we're working towards for the first time a two-year budget for the city and county of san francisco that will cover not just the coming fiscal year but the fiscal year thereafter for the timing of the event, and as you were mentioning, chair chu, we would match the incumbrances to make sure we do not have imbalances with the city is fronting cash with a hope for a later reimbursement, so ideally, that is the form it would take from my perspective with whenever reports would be helpful to our office and the board of supervisors and to the mayor in terms of meeting these timelines on a more regular basis in the future. chair chu: thank you. so, mike, how far along are weight in the process? when can we expect to see what that would look like? >> we can share a draft with you ahead of the next
