mr. speaker, h.r. 1275, introduced by our colleague, representative jim matheson, would direct the secretary of the interior to end into a language exchange with the state of utah for certain lands in grand san juan and uintah counties in utah. the legislation authorizes the exchanges of approximately 40,000 acres of federal land and minerals for approximately 42,000 acres of state lands and minerals. this exchange would place valuable conservation and recreation lands into public ownership while also benefiting public school funding in utah. many of the lands that the state of utah is proposing to transfer to the bureau of land management, the b.l.m., are lands within wilderness study areas, areas of critical environmental concern or other sensitive areas. many of the lands the state would acquire from the b.l.m. have a hypo tension for development -- high potential for development. and this would be put into a trust fund for public schools in utah. so i commend representative matheson for his hard work on and commitment to advancing h.r. 1275, many land exchanges in utah have been controve

mr. matheson: mr.dingell helped me figure out how to address lead glazing in ceramic plates on which we eat our foods. this came to my attention when a child was sick and they investigated the home where the child was living and couldn't find a source of lead. it was discovered the child's mother had been heating food in the microwave oven, the bowl or plate she was using wasn't properly sealed, it was leaching out into the food, and when she fed the baby, the baby was getting lead poisoning. most people don't realize lead glazing is used on plates. they come in with f.d.a. labels because the food and drug administration has authority over it. they see a label from the federal government and probably think it's safe. there's a requirement that there's labeling so consumers know. if it's properly glazed it's not necessarily a danger but people have the right to know that i commend my friend from michigan who has been working on this issue and aware of it for a long time he worked with my office extensiv
