mr. maxwell?> thank you chairman pryor, and distinguished members of the subcommittee for this opportunity to testify today. arkansas has experienced numerous challenges over the past few years including 11 residentially declared disasters since 2008. we continue to share the vision of governor mike beebee which is to coordinate resources, expertise and leadership for mitigation, preparedness, response and recovery while protecting lives, environment and property of the people of arkansas. last week, i had the opportunity to sit down with several of my counterparts with the central u.s. earthquake consortium. and all of those states, arkansas, kentucky, missouri, indiana, tennessee, and alabama had all experienced disasters this spring. and we noticed a common thing that i thought was very important to bring out. outside of commodities and a few other items, none of the states had requested resources from fema and i think that's a big deal. and i think we can attribute that to, one, the empg grant

mr. maxwell and mr. masingill can testify to that. but mr. serino let me ask you a question if i can take a little bit broader view here. i hear stories, read stories in the paper that the disaster relief fund may be running out of money. and i'm curious to know if it's running out of money, what you anticipate for the rest of this fiscal year, and what we are going to do in the event it does run out of money. >> currently the disaster relief fund we have $1.24 billion in currently. we been able to act like it that somewhat stabilized over the last few weeks, few months actually. talking earlier about how we are able to go back and look at the obligating, the number of previous disasters. and by doing that we have been able to keep it somewhat level. is going down a bit obviously with the disasters we've been talking about across the country. and right now we are on pace, we love to win we may or may not get below a billion dollars. i would say, you know, the way we are projecting it is sometime between now and sometime possibly early august

we did do a study with sophie maxwell, and it is on the internet. mr. wigton is here. he is the author of it. we still do not seem to get the will to do that kind of thing, even with the better streets plan. for these boxes, what i am worried about is are they going to be shared with other utilities, or will the other utilities want to do the same thing, so we are going to get some more? when they come in, are they going to turn around and replace what is already there and remove the old ones? or will they just be in addition to the old stuff? my neighborhood looks like a third world country. i think the design -- they are asking for state of the art service, but with a third world installation. we have to be aware this business of making them look good and looking for examples in the city -- a lot of times what we are going to do is copy. that is what we have to -- is copy mistakes. that is what we have to be careful about. we are reviewing regulations for excavation. i think we ought to take a look at what we are providing, and are we state of the art. supervisor wei
