mr. mccarthy of california. the speaker pro tempore: the gentleman from california is recognized for three minutes. mr. mccarthy: thank you, mr. speaker. i rise today in support of h.r. 2575, the save american workers act. mr. speaker, working on an hourly wage is tough. i know this. i worked every single part of the job in a deli, one that i started 25 years ago. during an hourly -- doing an hourly wage is an opportunity to start, to progress, to be able to move up. but in today's world, it's a little different. today because of obamacare, you don't have the opportunity to work the extra hours. you don't have the opportunity to expand. mr. speaker, i listened to another colleague on this floor say small businesses were exempt, up to 50. so now our law is saying, you have to stay small. you can't grow. you can't have that american dream to be something bigger. you know, mr. speaker, this affects business but it also affects the public sector as well. in every single district across this country, this is having a

mr. mccarthy. the chair: the gentleman from california is recognized for four minutes. mr. mccarthy: thank you, mr. chairman. i rise today in support of the path to prosperity budget. every day millions of americans are competing in a race with an economy that asks us to accept a new normal. and aeven inic growth, an obama -- an anemic growth, an obama can economy. i was recently at a high school speaking of the challenge that america had and a student asked me a question about it. i asked him, did he play a sport me? happened to be on the swim team. so i said, let me give you an analogy of america competing worldwide by a swim meet. picture america in a swim competition with every other country. many times at the early years, after the 1980's, we'd jump into the pool, we'd swim and we'd win. we'd hang those championship banners out. but in this new obama economy, things changed. stimulus spending. that meant we had to add a weight belt. about 20 pounds. then the tax increases came, we had to add more weight. onslaught of regulation, pretty soon you're up to 100 pounds. we j

mr. mccarthy notes, he said, i'd note that the executive producer of "honor diaries" is the heroic somali human rights activist ayan hirsi ali. it features several courageous muslim women, including pakistani-born ahmed, a medical doctor who has an important column about the film and the campaign to suppress it at n.r.o. today. it also points to bonnie ewin as a champion of change, as so named by the white house, and matt boyle has a column that says, an amnesty advocate that president obama's white house publicly promoted as part of its champions of change series has now been indicted in federal court on charges of fraud. and it goes on down -- part of it reads, the second count -- indictment count alleges that u.n. violated a federal immigration law that prohibits bringing illegal aliens into the united states and harboring them, alleging she did so, quote, for the purpose of commercial advantage and private financial gain. so, apparently a champion of change is someone who is probable cause to believe is ngaged in human trafficking. mr. speaker, this country has to reawaken. if we're g

mr. chairman. i have consistently listened to the representations of my colleagues on the other side invoking mccarthy. i want to be clear. mccarthy was acting in a manner in which he was challenging the beliefs of other people. here, we are not challenging the belief s of other people. we are challenging the actions, the alleged actions of lois lerner in which she used the forces of her governmental agency to impact the civil rights and beliefs of american citizens and that is a distinction. the issue here is really quite simple. apart from all the politics. e are making fundamental legal analysis. the question isn't whether it has been invoked many times whether she is being denied her right to the fifth amendment. the question is whether she waved that right. and i -- waived that right. i submit, the answer is unambiguous. this is not an unto fist indicated woman. she testified she herself is an attorney who came before this committee with very learned counsel. she chose to make an opening statement which among other things, she proclaims she had done nothing wrong. she had broken no laws. not viol

mccarthy for us today. i would like to ecothe concerns about john beal. it seems difficult to conclude that any of mr. beal's work on the many initiatives under his purview can be trusted at face value. as such i would like to take this opportunity to urge for a robust review of all rule makings and regulatory actions connected with mr. beal's service. moving to the budget in particular, the federal government continues to face siver budget challenges and further attention is need bid congress in order to improve our long term fiscal outlook. and knowing the funding priorities of executive branch agency is an important resource as congress prepares its own budget. i understand the e.p.a. like all federal agencies has been working to do its part in achieving deficit reduction. however, i am perplexed by some of what i see in the e.p.a.'s budget proposal. in reviewing the budget proposal i'm concerned the agency has proposed funding reductions for programs that enjoy strong bipartisan support and are critical programs while increasing funding for programs on initiatives that remain controversial. specif

mr. gowdy's challenge when he says can you imagine a situation? we don't have to imagine a situation where somebody invoked the fifth amendment after making a brief statement. that happened during the mccarthy er nanch the united tates versus hohe. during a hearing on august 5, 1954. senator mccarthy repeatedly questioned a lady from new york near buffalo, diana hogh. she was a coil winder at westing house company. she made $1.71 an hour. she professed her innocence just the way lois lerner did and then declined to answer subscent questions. in response to questioning from senator mccarthy, she stated i have never engaged in espionage nor sabotage. i will not so engage. i will not so engage in the future. i'm not a spy nor a saboteur. like chairman issa here, senator mccarthy concluded that his witness had waved her fifth amendment rights dsh waived her fifth amendment rights. explained to her that she had waived her fifth amendment rights and then she was brought up for criminal prosecution. that prosecution was thrown out n court and that is in the precedence. there is precedence for this and there is a procedural defect because it was not demanded of lois lerner that she answered the que
