mr. mccarthy. on the re-authorization that i just mentioned, that was discharged out of committee. as did mr. mchenry. all three of them opposed this bill. in the past. so it's not a question of these amendments. for whatever reasons, they're opposed to this bill. that's a shame. there's no reason for supporters of american exports on both sides of the aisle not to come together and support the ex-im bank's re-authorization. i hope -- my hope is that what this house will do today, send a strong message of support for the export-import bank. tell the rest of the world, we're going to compete. tell the rest of the world, we're going to compete on an even playing field. tell the rest of the world, we're going to support our exporting community. indeed, according to the national association of manufacturers, during the four-year period from 2015 to 2019, when the ex-im bank lacked a quorum needed to do its job properly, our country gained 80,000 fewer, fewer manufacturing jobs and lost $119 billion in manufacturing output. all because we didn't fix the quorum which is now fixed in this

mr. mccarthy and i worked together to try to make this program stronger and better. i talked to my friend garrett graves and he has a bill himself. i'm going to look carefully at that bill and work with him to do what everybody on this floor wants, make these programs work, not only for those who are damaged, not only for the communities who are ravaged by natural disasters but for the taxpayers. none of those who don't want to defend programs that don't work correctly. nobody wants to defend that. but the committee -- and we have worked closely, when i say we, my office has worked with the home builders make sure that this is a program they can work with. they do. so i would urge my colleagues in a bipartisan fashion -- let us not once again snatch partisanship from bipartisanship moving progress. so often we do that. that's a shame, particularly when a bill is reported out of committee unanimously. is it perfect? it may not be perfect. i don't know whether garrett graves is perfect. he knows a lot about the subject and i'm willing to talk with him. but let's pass t

army secretary ryan mccarthy. mr.ry, thanks for joining us today. >> thanks for having me, morgan. >> so let's start right there. the fact we are in another continuing resolution. how does that impact the army? >> well, it has already effected the army, morgan we had over the last 45 days, we had to reduce our operations and maintenance expenditures by 2% at present, from a modernization standpoint, the buying power for commanders to conduct training dropped by 2%. modernization front, we are unable to execute 70 new production programs, 79 new production programs and 37 production increases that's about $3.5 billion of buying power in modernization sitting frozen now, even if the budget deal, the table is slapped before christmas, that's about 90 days that manufacturers are going on risk or have to wait until the funds are released so from a readiness, modernization standpoint, we're losing momentum with every day that passes. >> we have seen defense spending increase the past couple years, certainly had a big impact
