. >>> let's take this on with congressman michael mccaul. mr. chairman, how serious a threat did the ohio man posed? was there an active plot? >> yes, he said something big was going to happen, he was plotting to attack a military installation, possibly in texas, ft. hood purple heart awards ceremony. what's most significant about this case, martha, first foreign fighter case of an american citizen traveling to syria, training with al qaeda, and then returning to the united states under instructions by al qaeda operatives to conduct a terrorist attack on american soil that's hugely significant about this case. we see these operatives going into western europe and australia. this is the first one in united states. fortunately it was stopped before it happened. >> it seems that many of those who have been arrested are on social media, they're proclaiming their support for isis, it almost seems like we're getting the low-hanging fruit. >> right, majority of cases, 100 home-grown plots since 9/11. majority of the cases have been stopped. before they

[applause] chairman mccaul: thanks, jim. for whoever the next president of the united states is going to be, i'm going to talk about the president's proposal on cyber and what is happening in the congress in response to that. i'm glad he is providing leadership on that. you said an old friend, i know that my hair is getting w hiter, but we do go way back. i remember, you know, when i was at the department of justice here in washington. when i was working as the attorney general, i had the idea in 2001 of doing a summit on terrorism and cyber security and a guy named dick clark was going to be my keynote speaker. the date of the event was september 12, 2001. but we ended up rescheduling that. by way of

mr. speaker, the house will consider two critical cybersecurity measures, h.r. 1560, the protecting cybernetworks act authorized by -- authored by chairman devin nunes, and h.r. 1731, the national cybersecurity protection advancement act authored by chairman mike mccaul. these bipartisan bills will improve cyberthreat, information sharing between the private sector and the government and ensure that america can meet cyberchallenges now and into the future. i yield back. mr. hoyer: i thank the gentleman for his information. initially, i'd like to just bring up a question with reference to the bureau of consumer financial protection advisory board act. the gentleman talked about bipartisan legislation. this, as the gentleman may know, was a very bipartisan bill with one of your members and one of my members mr. heck on my side, joining together committee overwhelmingly in favor of setting up an advisory board so there would be input from small business. unfortunately, as the gentleman knows there has subsequently been added a funding source which undermines from our perspective at the same time that we're trying to add an advisory board which undermines the operations of the consumer financial protection advisory board. it is mr. leader, somewhat ironi
