mr. mcconnell: mr. president? the presiding officer: the republican leader is recognized. mr. mcconnell: i would like to start this morning with a word about cybersecurity. no one doubts the need to strengthen our nation's cybersecurity defenses. open-source reporting clearly shows that our industrial base, financial sector and government networks are all under attack by nation states as well as independent hackers. the u.s. cyber command, the n.s.a. and the f.b.i. are working hard to counter these threats. so we all recognize the problem. that's really not the issue here. the issue is the manner in which the democratic leadership has tried to steam roll a bill that would address it. members on both sides of the aisle have recommendations for improving our cyber defenses, and some of them thought this bill would provide an opportunity to propose those ideas through amendments. especially since democrats didn't allow for an opportunity do so in committee. yet despite preventing members from amending the bill in committee, the anticipated open amendment process once this new bill

mr. mcconnell vowing his number one priority was not jobs, not to take care of the troops, not to make sure manufacturing was coming back to the united states. it was to make sure the president somehow failed. okay. you've got your candidate saying the president failed. that's no surprise. the president obviously hasn't failed. he's done a tremendous amount of progress and we want to make sure we've got four more years of continuing that progress so we can get to where we all want to be. >> joy, the polling turnaround here is going to have to happen at a point in the calendar where it can hold. if romney is going to turn this around, when does the clock start to run out? >> well, i mean, the problem for mitt romney is that it appears that americans have already factored in their negative attitudes towards the economy. i think they're counting on jobs reports. that every time there's a negatives job report, there will be one right before the election, that will be his opportunity. but that hasn't worked. people already have a sour attitude towards the economy. and they still prefer barack ob

mr. mcconnell: madam president? the presiding officer: the republican leader. mr. mcconnell: yesterday i came to the floor to draw attention to the administration's transparent attempts to conceal the impact of defense cuts president obama demanded as part of last year's debt ceiling deal. i was referring, of course, to the administration's monday notification to businesses which work with the government that they're under no obligation -- no obligation -- to warn employees who might lose their jobs as a result of these cuts. now, incredibly, the administration's argument was that they don't expect the cuts to happen. even though the president hadn't done a thing to prevent them. and even though congress had to pass a law requiring the administration to tell us what the cuts would look like. so let's be clear, the administration officials who sent out this notification instructing businesses to keep quiet about these cuts know just as well as i do that they're coming. the cuts are coming unless senate democrats act or the president of the united states finally decid

mr. mcconnell: reserving the right to object, i will not be objecting. let me just echo the remarks of the majority leader, this is an important piece of legislation. the part i had the most interest in renews burma sanctions, something we've done on an annual basis for ten years. we are renewing the sanctions in spite of the fact that much progress has been made in burma in the last year and a half. secretary clinton will of course recommend to the president that these sanctions be waived in recognition of the significant progress that's been made in the last year and a half in that country which is trying to move from a rather thuggish military dictatorship to a genuine democracy. there's still a long way to go. this is an important step in the right direction. america speaks with one voice with regard to burma. my views are the same as the views of the obama administration expressed by secretary clinton. i also want to thank the chairman of the finance committee for helping us work through this process, and particularly to senator coburn, who had some
