mr. mcgovern: if the gentleman will yield? mr. woodall: i would yield. mr.an hollen: the democrats have a substitute amendment that would replace the sequester in a different way. it would prevent the across-the-board cuts from happening to defense and the nondefense programs. so there's an agreement that that meat ax approach is the wrong way. we have an alternative. the gentleman just talked about how we have this great debate on ideas on the floor of the house. i have a simple question, why aren't we going to get an up or down vote on our idea, on how we would replace the sequester in a balanced way? mr. woodall: reclaiming my time and i thank the gentleman for his commepts and his offering of that substitute. the reason is three-fold. number one, that substitute doesn't comply with the rules of the house. we made a decision in this body that we were going to not continue to ask for more and more and more out of taxpayers' pockets but that we were going to try to do our own business here in terms of oversight on all of the money that's already being borro
