mr. mcgovern said he was looking for a compromise. and i've been looking for a compromise too. i think if we had a voluntary program to replace the mandatory program, it would certainly satisfy the constraints of the world trade organization. and i find it a little bit ironic that we're sitting here in congress trying to make our laws compliant with another country's laws. but if that's the goal, then i think the 2005 bill would do that. and so what i've done is to offer that bill. and again, i want to list speaker boehner, chairman conaway, chairman sessions, mrs. fox, who is not here, and mr.

mr. mcgovern. >> thank you. and i thank you both for being here and i appreciate the hard work you do on the appropriations committee. and there are good things in this bill. i want to thank you for your help with calling attention to the issue of funding for service dogs for a veterans who are suffering from post traumatic stress syndrome. we found it is an important tool to help them deal with issues and not rely so much on medication. so thank you. there are obviously some things in here that are troubling and the ranking member pointed out the administration's concerns on the bill. and i think there are serious concerns. but i just want to make one point and that is that in this bill that we are appropriating money -- a lot of money for the war in iraq and syria. but congress doesn't seem to have the stomach to vote on it. or bring up a debate on an aumf and there is a sense of congress language in there saying that congress has a constitutional duty to debate this. i'm not convinced that it ha

mr. mcgovern: mr. speaker, i just want to point out to my colleague from washington state, with regard to the funding of the cfpb, that the agency -- cftc, that it has never received the funding it has requested. that's just a fact. and here we are imposing new requirements, new mandates c.b.o. as i mentioned in my opening estimates that the cftc will need an additional 30 personnel annually to handle the increased work load imposed by the new cost-benefit analysis requirements of the mandated cross-border rule contained in the provisions in this bill. and so we're asking an agency that has never been properly funded to even do more and not provide it with the proper funding. i don't think that's a smart way to move forward when it comes to, you know, an issue so important. i also want to point out to my colleagues that they should have received a letter from the consumer federation of america strongly opposing this bill. let me just read you the first paragraph. it says, we're writing on behalf of the

mr. mcgovern: mr. speaker today along with my colleagues, walter jones of north carolina, and barbara lee of california, i introduced house concurrent resolution 55 in order to force this house and this congress to debate on whether u.s. troops should withdraw from iraq and syria. we introduced this resolution under the provisions of section 5-c of the war powers resolution. as all of my house colleagues know last year the president authorized air strikes against the islamic state in iraq and syria on august 8. for over 10 months, the united states has been engaged in hostilities in iraq and syria without debating an authorization for this war. on february 11 this year, nearly four months ago, the president sent to congress the text for an authorization for use of military force, or an aumf, on combating the islamic state in iraq, syria and elsewhere. yet, congress has failed to act on that aumf or bring an alternative to the house floor even though we continue to authorize and appropriate the money re

mr. mcgovern? we had in our -- on our big mark in the full committee on this bill i think a pretty good discussion where i think some republicans, democrats lined up with the motion of having authorization of military force. others sort of held back. i was not particularly supportive of the amendment. primarily because quite honestly it goes to the root of things change so quickly. it was isil centric. in reality if you look at iraq today, what's most frightening, what quite honestly some people in the administration are not willing to admit, is that to a certain extent the government's been taken over by iran. we are providing closed air support for people who basically have been our enemy and terrorist lists. i would have hoped -- this is not a political shot. we would have had a little more clarity as to what the president really would like to see, because in reality if we ever come up with a comprehensive plan to defeat isil, if they are defeated the people will take over in iraq. will the iran

mr. mcgovern: mr. speaker, last congress we passed a new farm bill. as a member of the agriculture committee i could not support it either in committee or on the house floor. i couldn't support it because it cut snap, the supplemental nutrition assistance program, our nation's premiere anti-hunger program. and i couldn't support a bill that i believed made hunger worse in america. at the time members of both parties offered many assurances that the changes to snap, to snap's relationship with liheap, the low income home energy assistance pgram would not change. that they were closing a loophole, end quote, rather than a true benefit cut. i was skeptical of those assurances at the time and with good reason. the congressional budget office estimated that the change would reduce benefits for about 850,000 low-income households by an average of $90 a month in the 14 states and the district of columbia that took advantage of a state option to link liheap and snap. states chose to use this option to alleviate some of the heartbreaking choices that poor fami
