mr. mcgovern: mr. speaker, i rise in very strong opposition to this rule which provides for consideration of h.r. 1599, the so-called safe and accurate food labeling act. and h.r. 1734 the improving coal combustion residuals regulation act. this week we are back on the floor with our 24th grab bag rule. one rule that governs debate for two completely unrelated measures. today the republican majority has chosen to group together a bill that undermines an e.p.a. rule making designed to protect public health and our environment with a bill designed to make it harder for consumers to know whether or not their food has been produced with genetically engineered ingredients. utilizing this kind of rule for two completely separate bills leads to disjointed debate and limits the time that people have to be able to talk about these issues. but it is a deliberate attempt by the republican majority to suppress debate. they don't want to bring serious issues to the floor and they certainly don't want serious debate

mr. mcgovern. the speaker pro tempore: the gentleman is recognized for four minutes. mr. mcgovern: i rise in opposition to this closed rule. this process is an absolute outrage. i also rise in strong opposition to h.r. 3009. mr. speaker, along with all of my colleagues and every american, my heart goes out to the family of kathryn steinle. the murder of every innocent person is a tragedy, and after each such heinous crime we always ask ourselves, could this have been avoided? could we have done something differently? h.r. 3009 paints itself as a remedy to kathryn steinle's death, but it does nothing, absolutely nothing to address how to improve communication between our law enforcement immigration prosecutors, penal institutions nor does it help the protocols of how decisions are made on the transfer or release of a person who i.c.e. has a detainer request. instead, h.r. 3009 chooses to strip local law enforcement agencies of their federal grants and funding when they prioritize working with immigr

mr. mcgovern, for five minutes. mr. mcgovern: i ask unanimous consent to revise and extend my remarks. mr. speaker, on july 17 i held my second annual food rocks tour in my district to bring attention to the importance of summer meals and usda's summer food service program which ensures that low-income children continue to receive nutritious meals when school is not in session. i was honored to be joined on the tour by usda undersecretary for food, nutrition and consumer services, kevin, as well as many local, state, federal and nonprofit partners. mr. speaker, for millions of low-income students, summer break isn't as care-free as it should be. for these children summer is a time of great uncertainty. during the school year they have access to reliable healthy school breakfast and school lunches. but when school's out these children and their families are often left scrambling to find enough to eat. the leading national partner on summer meals 43% of low-income families say it's harder to make ends meet during the summer and they must budget an extra $300 a month for groceries when sc
